- Naval Facilities Engineering Command (NAVFAC) Atlantic intends to award a sole source contract for a commercial purchase of a five day preparatory training course for the Certified Energy Manager (CEM) exam, proctoring of the exam, cost of the CEM application and exam, and administering the CEM test and certification for 20 students. The term of the contract will be through 31 December 2011. Only one responsible source is able to provide the type of services that will satisfy the agency requirements. This sole source acquisition meets the conditions of FAR 13.106-1(b)(1) and is not a request for competitive quotes; however, all interested parties who believe they can meet the requirements should contact Maureen Hoesly at maureen.hoesly@navy.mil and Amber Forehand at amber.forehand@navy.mil. Failure to submit to both points of contacts may result in the Government not receiving the responses. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received at least five (5) days after publication of this special notice, the contract will be awarded without further notice. The North American Industry Classification System Code (NAICS) is 611430, Professional and Management Development Training, and the SBA size standard is $7 million.
