- Solicitation SB1341-11-RQ-0763 Applicable Provisions and Clauses Solicitation SB1341-11-RQ-0763 Solicitation SB1341-11-RQ-0763 Performance Work Statement THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611- Administrative management and general management consulting service. This requirement will be competed as a Total Small Business Set Aside under the corresponding size standard of $7 million. The Government anticipates the award of a firm-fixed-price purchase order to the Offeror that offers the best value to the Government using the Tradeoff method with the Evaluation Factors for Award stated in the attached solicitation document. The National Institute of Standards and Technology (NIST) is closely involved with the Internet protocol maintenance and development efforts which are carried out within the Internet Engineering Task Force (IETF). The IETF is working on many crucial issues including coexistence of IPv4 and IPv6, eventual transition to IPv6, enabling the Internet of Things (smart devices), and other security, routing, and transport issues. Insight into these issues is required to achieve NIST goals in critical sectors such as smart grid and health IT. Technical engineering leadership is needed within the IETF Transport and Services (TSV) Area to implement solutions to these issues. The period of performance shall be for a base period of one year, followed by an option period of one year. The Contractor shall be responsible for performing the tasks as detailed in the attached document entitled "Solicitation SB1341-11-RQ-0763 Performance Work Statement.' Please see the attached PWS for all pertinent details. All quotations shall be submitted electronically so that they are received at keith.bubar@nist.gov no later than September 16, 2011 at 12:00 pm EST.
