- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13. The US Army Contracting Command, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following services for the providing technical support during planning, execution, and post-test analysis of the joint ATC/DHS while conducting a commercial aircraft live fire testing in support of the Scenario-Based Security/Threat and Mitigation Assessment of Commercial Aircraft Least Risk Bomb Location (LRBL). The contractor support anticipated to be provided will include review of ATC/DHS 's pre-test planning aspects (Test Plan document, Aircraft test activities (damage documentation, test results analysis including conclusion and recommendations). The contractor will be required to support 2 live-fire LRBL explosive tests on a single commercial aircraft test asset (DC9 or equivalent). Both tests to be conducted during a one or two week period and in addition to be onsite for the live fire testing, the contractor may be required to travel to ATC prior to testing in order to participate in the pre-test planning/preparation which should not exceed one week. CLIN 0001 The contractor shall provide technical support during the planning, execution, and post-test analysis of the joint ATC/DHS which conducting a commercial aircraft live fire testing in support of the Scenario-Based Security/Threat and Mitigation Assessment of Commercial Aircraft Least Risk Bomb Location (LRBL). The Government intends to award a Firm-Fixed Price sole source purchase order to Boeing Company, 5301 Bolsa Ave, Huntington Beach, CA 92647. The Boeing Company is the sole source to provide the service needed because they are the only manufacturer and the sole source in United States able to provide the services required. The associated North America Industry Classification System (NAICS) Code is 541330 and the Business Size Standard is $4.5. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 9:00 AM Eastern Time, September 15, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
