- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302-2, for Other than Full and Open Competition. The US Army Contracting Command Aberdeen Proving Ground, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD 21005-3013, has a requirement to procure the following items: SecurityCam HD, 1 each complete system which includes: Video Server; video decoder; IR illuminator; video joystick; 32 inch professional HD monitor; audio all weather microphone; wall mount with pole adaptor and strut; small all weather enclosure; and plasma display basic wall mount. The intended delivery date for the item(s) is 30 October 2011. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements, the Government intends to award a sole source contract to EarthCam.net, 84 Kennedy St, Hackensack, NJ 07601. The SecurityCam is custom made to fit users unique specifications. Efforts to solicit other contractors are being made via this announcement in accordance with FAR 5.2. The anticipated cost of this acquisition is determined fair and reasonable by comparison of prices proposed in other purchases of this nature. All responses received within 10 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM EDT, 09/23/2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
