- The U.S. Department of Energy (DOE), Energy Information Administration, Office of the Assistant Administrator for the Energy Analysis, intends to award a sole source contract to Professor Michel ROBE?s Academic & Financial Consulting to perform research on energy and financial market activity using proprietary data from the Commodity Future Trading Commission and crude oil storage information from the Energy information Administration. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2) (ii). This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within twelve calendar days of publication of this notice, to be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
