- The Naval Surface Warfare Center Panama City (NSWC PCD) intends to issue a sole source purchase order to Rescue Systems Incorporated (RSI), 6520 Virginia Avenue, Bassett, VA 24055 for the acquisition of fifty (50) haul safe hoisting systems. All U.S. Navy ships have been directed by NAVSEA to be outfitted with a personal extraction system. The extraction system will be used to retrieve incapacitated and fatigued personnel from ship escape trunks. This acquisition is unsuitable for full and open competition for the following reasons. The Haul-Safe System from Rescue Systems Inc. is the only system available that meets all of the required Safety Standards and System Requirements. This is the only Extraction System that contains a standard Haul-Safe kit, alternate rigging parts and rescue sling harness that is compatible with current U.S. Navy ship configurations. The Navy has been installing these systems on all U.S. Navy vessels since 2002. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 339999 and the size standard is 500 employees.
