- The U.S. EPA?s Office of Research and Development?s (ORD), National Center for Environmental Assessment (NCEA) office intends to negotiate a six (6) month contract extension on a SOLE SOURCE basis with Eastern Research Group (ERG) under the authority of FAR Part 6.302-1, for the continuation of a discrete task involving the development and delivery of a relational on-line database under ERG?s current contract, EP-C-08-027, for Environmental Indicators and Report on the Environment (EIRE) Technical, Administrative, and Logistical Support Services. The work to be continued during the contract extension is necessary to bring an in-process database development task to completion. The discrete work tasks being continued fall under a single Work Assignment related to the development of an electronic Report on the Environment. ERG, under its current contract, has provided support for developing the new ROE website which is designed to provide access for multiple users to access information regarding the long-term trends in the nation?s air, water, land, human health, and ecological conditions. ERG is near completion of its efforts in developing a relational on-line database and it is the only known source with the knowledge to complete this task. It is not considered practical or possible for sources that were not involved in the development of the database to complete this task within a reasonable time frame and budget. The full follow-on requirement to contract EP-C-08-027, entitled Environmental Indicators and Report on the Environment (ROE) Scientific, Technical, and Administrative Support Services will be published in the near future as solicitation SOL-CI-11-0039 and be subject to full an open competition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by September 26, 2011 in order to be considered by the EPA. A determination by the Government to proceed with this contract extension action based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to proceed with the proposed contract extension.
