Description
PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing a Request for Information (RFI) on behalf of PMS 320 (the Electric Ships Office) for all potential sources who may be interested in the development and manufacture of compact diesel generators in the 3.5 to 5.0 Megawatt power range for use on Naval vessels. The Navy is currently seeking diesel generator sets in this power range with high power-to-weight and high power-to-volume ratios that are capable of being introduced in the fleet in the Fiscal Year 2016 timeframe. This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. However, respondents must be able to demonstrate that they currently produce engines in the power and speed ranges specified for commercial or other military applications. DESCRIPTION: This Section provides a set of performance characteristics that meet the needs of a potential system, although consideration will be given to deviations from these requirements. 1.Diesel Generator set continuous power ratings in the 3.5 to 5.0 Megawatt range for use on Naval vessels. Power rating and standard operating conditions shall be in accordance with American Bureau of Shipping Naval Vessel Rules (ABS-NVR). Diesel generator set engines for naval applications shall provide for 110% overload rating. 2.Operate on all of the following fuels: Military Specification, MIL-F-16884 fuel, Naval Distillate (NATO F-76), ASTM D975 Grade 2-D, ISO 8217 Marine Distillate Fuel A (DMA), and Aviation Turbine Fuel, Grade JP-5 (NATO F-44) 3.If the generator set has been packaged or mounted in an enclosure, the package critical dimensions (including skid) should not exceed the following objective dimensions**: a. Length: 384 inches b. Width: 92 inches c. Height: 110 inches 4.The total estimated weight of the skid-mounted diesel generator set unit should be less than 150,000 pounds, with an objective of 115,000 pounds**. **Note: if these parameters cannot be met, please indicate how much the equipment deviates from these parameters. RESPONSES: Responses to this RFI should be limited to 10 pages or less (not including any drawings or sketches). A detailed proposal is not requested at this time. As feasible within the time constraints of this inquiry, the vendor is requested to provide as much of the following technical data as practical. The data does not need to be in any special format or sequence and may be imbedded in other previously prepared documentation or literature. The following information is requested (please indicate if the information is an estimate or actual): 1.Description of the diesel generator set, its population base and applications, including an indication of the degree to which it is marinized and/or militarized. 2.What is the development status of the generator and what are the steps necessary to bring the generator to a fully marinized and militarized standard, including shock and vibration qualification and ABS-NVR certification? 3.What is the development timeline that can support the need date, including estimated time to modify or develop the generator assuming start of 1 October 2012? 4.What are the non-recurring engineering costs and unit production cost estimates? 5.Estimated specific fuel consumption (g/kW-hour) throughout the power range (at the 25%, 50%, 75%, and 100% load ratings) at 10, 59, and 100 degrees F. 6.Rated power level and output speed at standard Navy rating conditions or ABS-NVR ratings (including a power versus speed (RPM) versus specific fuel consumption (SFC) map, if available). If other rating methodologies were used, provide the rating and the methodology (e.g. ISO 3046) used. 7.Estimated generator package and diesel-generator skid-only envelope dimensions. If the unit is provided with standard shock/vibration mounting, provide dimensions of the unit with and without the standard mounting (if available). 8.Total estimated package weight (dry and wet) (identify major components included in package), and centers of gravity. PMS 320 (Mr. Christopher Paulus) requests your responses by 10:00 am (EST), on 16 September 2011. However, submissions will be accepted after this date, but feedback may not be as timely or contribute to NAVSEA s strategic planning. Questions can be submitted electronically to christopher.paulus@navy.mil. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
