- The National Cemetery Administration is soliciting offers under Solicitation No. VA-786-11-RP-0429 for the following service: The intent of an awarded contract will be to have a contractor provide all necessary services (titled as Headstone Raise/Realign/Clean Headstones Services) at Woodland Soldier Cemetery, Cleveland, OH. Woodland Soldier Cemetery is located in Sections 10 and 14 of the privately owned Woodland Cemetery, a property listed on the National Register of Historic Places. The Contractor gaining award will provide all personnel, management, supplies, transportation, equipment and reports necessary to cover all included Upright Headstone Adjustments, Realignments, Resettings, and Backfill Requirements, all Upright Headstone Cleaning, and all Ground Surface Renovation work. Performance will be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. The National Cemetery Administration honors veterans with a final resting place and lasting memorials that commemorate their service to our Nation. National cemeteries are national shrines. The standards of maintenance, appearance and operational procedures performed by the Contractor at this cemetery will reflect this nation's concern for those interned there. For this reason, the Contractor's strict adherence to the specifications will be required and will be essential. The contractor shall be responsible for all work at the cemetery: Evaluation criteria for this award will be in the following order: 1) Technical Qualifications, 2) Past Performance and 3)Price. This acquisition is 100% set aside for Small Business. The NAICS Code is 561730. Size standard is $7 million. Electronic solicitations will be available for download from http://www.fbo.gov on or about September 12, 2011. Responses to the solicitation are due on or about 2:00 P.M. on September 22, 2011. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Proposals shall be submitted in the formats listed in Section E.2 of the solicitation or may be considered non-responsive.
