Description
Response to Vendor Inquiries AMENDMENT #1: 1) In the 3rd paragraph of the Objectives Section, the terminology "dinner reception" and "all meals/snacks provided" have been removed. 2) Response to Vendor Inquiries have been attached. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NLM-11-053-SRE. The resultant order will be a firm-fixed price purchase order. In accordance with FAR Parts 12 and 13.5, the National Institutes of Health (NIH) Office of the Director (OD) Office of Behavioral and Social Sciences (OBSSR) intend to procure the professional services to assist in the technical and logistical aspects of administering its training institutes. This acquisition is a 100% total small business set aside. The North American Industry Classification System (NAICS) Code is 541611-Administrative Management and General Management Consulting Services with a small business size standard of $7.0 million. PERIOD OF PERFORMANCE The period of performance shall be twelve (12) months from the date of award with the potential of four (4) additional 12-month option periods. BACKGROUND INFORMATION The NIH/OD/OBSSR will sponsor and conduct various training institutes. Although the training institutes will share some similarities, the format will vary by the topic. Each Institute will provide training in some aspect of behavioral and social sciences research to investigators interested in developing competence in applying these methodologies to problems in public health. We anticipate providing training to participants at the doctoral (PhD or MD) level, or in some cases at the pre-doctoral level. The faculty and guest lecturers will consist of leading experts. These are both initial training institutes, and pending adequate budget and interest, both will be held annually. The host location may change from year to year for a given Institute and it is anticipated that curriculum, theme, and emphasis of subject matter will also vary to some degree from year to year. The target date for convening a particular Institute will be stated in the task order for that Institute. The host for each Institute will be selected by OBSSR. Typically the host will be a university or non-profit organization, but may be a meeting facility. The contract type will be a firm-fixed price purchase order for a period of twelve (12) months from the date of award with the potential of four (4) additional 12-month option periods. OBJECTIVES General Tasks/Requirement OBSSR requires assistance in technical aspects of administering the Training Institutes during the period of performance of the resultant order. The Contractor shall serve in the role of project planner and technical coordinator for the Training Institutes. Therefore, the Contractor shall be responsible for: overseeing logistics; arranging and administering subcontracts for the faculty, lecturers, assistants and any other Training Institutes personnel; facilitating steering committee meetings; tracking the budget; developing and maintaining the Training Institutes website (including a registration page, e-learning materials, etc.), developing promotional materials, soliciting participation in the Training Institutes and taking charge of the application process; corresponding with faculty, applicants/participants (trainees), and others who have a role in the Training Institutes; and preparing course materials (e.g., agenda, handouts, computer-based presentations). In addition, the Contractor shall provide logistical support to: procure the training site (conference facilities), arrange travel for all attendees, arrange local transportation, arrange activities; provide a per diem at the Government standard rate to all faculty and participants; duplicate course materials; secure audiovisual equipment and support; and provide any other logistic service. The Contractor shall abide by the applicable Government standard per diem rates which can be found at http://www.gsa.gov/portal/category/21287. The estimated cost should include compensation to faculty, travel reimbursement for all attendees and faculty, cost of renting a facility, website development and management, badges, notebooks, signage, audiovisual needs, computer access, photography/videography services, all requested amenities, production of course materials, and all other costs associated with the Institutes as specified in this document. OBSSR requires assistance in technical aspects of administering the Training Institutes during the period of performance of the resultant order. MANDATORY CRITIERIA All of these activities must be developed in consultation with OBSSR and its designees, and all final decisions must be approved by OBSSR. It is expected that the Contractor shall have experience running training classes and will have the technical expertise to communicate with faculty, as well as with OBSSR and other involved parties, coordinate course development, and identify and bring to the attention of OBSSR any technical issues or problems related to course development. Specific Tasks/Requirements The Contractor shall perform the following activities, in consultation with the OBSSR COTR and her designee(s): a) Develop the course structure: Each of the participants in the Training Institutes will spend some time in small groups (e.g., listening to lectures or participating in hands on class exercises) as well as spending some time in the larger group engaging in activities common to all (e.g., relevant history, theory and approaches to research). It is suggested that at a minimum, some significant portion of the first and last day of the institute be devoted to these common activities. This involves being attentive to technical details of the course - for example, how much time needs to be allotted to accomplish certain learning objectives; what order should course content be offered in to maximize learning. Course content should be delivered in a format that facilitates referencing the material at a later date (e.g., provide thumb drives, texts or other materials that participants can refer to later to review what they have learned; create e-learning materials as appropriate; develop Wiki features for participants to collaborate and network). Supplemental material (i.e., lists of resources) should be provided for participants who wish to continue to learn beyond the institute. Finally, some time near the end of the Institute should be spent soliciting feedback from participants on how well the Institute met their learning objectives, what they particularly liked or did not like about the Institutes, and suggestions for improvement. b) Participate in steering committee meetings. This role extends beyond arranging calls and keeping track of agenda and action items. It also involves technical skill to work with faculty and OBSSR personnel to plan course content in a way that ensures all material is covered and in a manner that is most likely to optimize learning. c) Arrange and administer contracts for each faculty member, host, guest lecturer and any other contracted assistance: The OBSSR Contracting Officer's Technical Representative (COTR) and its designees will provide a list of names of faculty to the Contractor. The selected faculty will be responsible for developing course content in consultation with OBSSR and its designees. Before any faculty members are invited to participate, they must be cleared for approval by OBSSR. The Contractor will work with OBSSR to convene a steering committee and identify core faculty. The host and core faculty must serve for the entire duration of the institute, whereas guest lecturers may only be required to attend a specific portion of the institute. All subcontracts for services associated with the Training Institutes will be generated and ratified by the Contractor in a timely matter. All subcontractors shall be paid in full by the Contractor no later than 30 days following the end of the Training Institutes, provided they have fulfilled their contractual obligations in full. d) Coordinate and manage the application process for Institute participants (trainees): In consultation with OBSSR and its designees, the Contractor shall develop and implement a process for soliciting applications. Selection criteria and a notice for soliciting participation will be developed in consultation with OBSSR and its designees. OBSSR and the steering committee will identify the persons who will serve as reviewers for the applications. The review process shall be conducted online with supplemental conference calls. The Contractor shall be responsible for notifying participants of the approval (or non-approval) of their application 10-12 weeks prior to the Training Institute to allow participants to make appropriate schedule adjustments. Participation in the institute may be limited to researchers and developers who plan to apply these methods to public health problems. Other criteria may include maximum level of experience or expertise in a given methodological area and/or not having already been awarded R01 grant funding for the application of any of the methodologies presented at Institute. Applicants will be required to indicate a rationale for seeking institute training. An effort should be made to ensure diversity among participants with respect to: topical areas being researched by participants, degree area, institution, gender, race/ethnicity, and number of years of professional experience. Selection criteria provided by OBSSR shall be published in the solicitation notice for participants. The Contractor shall develop procedures to allow applicants to submit their applications electronically on a website. The Contractor shall be responsible for tracking all applications received, organizing all application material for review, coordinating the review of applications including ensuring all reviewers receive applicant material in a timely manner, and for tracking of the status of each application. The Contractor shall be responsible for compiling and summarizing the reviewers' evaluations of the applications. Ample time should be allowed between the notice of solicitation and the application due date in order for the review to be completed. e) Prepare course materials: Course materials should be "green" unless circumstances demand otherwise. The Contractor shall be responsible for obtaining and duplicating course materials on a flash drive for all of the participants and faculty (e.g., agenda, handouts, website for accessing course resources and communicating about the course), and it should ensure that no necessary items are overlooked. The Contractor shall be required to work with faculty and subcontractors to ensure that all course material, including website design, content, and management and other electronic media materials are prepared and suitable for the target audience. f) Identify dates for the Training Institutes: In consultation with the OBSSR COTR, the Contractor shall be responsible for identifying dates for the institute. The OBSSR COTR is required to approve final dates. When selecting a date the Contractor should consider at a minimum: dates desired faculty are available, dates when requisite OBSSR staff are available, dates of major conferences that could pose a scheduling conflict (e.g., APHA annual conference, SBM), dates of major observed holidays (e.g., Jewish high holidays, Muslim and Christian holidays, Independence Day), and dates when hotel rates and/or conference facilities are available at reasonable rates. g) Identify and contract with a conference facility. The Contractor shall identify, or work with a logistical Contractor to identify, the facility where the course will be held. The Contractor shall subcontract directly to the conference facility. The conference site should provide facilities for meeting and lodging. Meeting space should allow for plenary sessions (e.g., 75 people). There should be a main meeting room and, for some institutes smaller breakout rooms. Students and faculty should be lodged in private occupancy rooms (i.e., sufficient number of rooms so that each faculty and student is guaranteed a private room). In lieu of light refreshments, snacks, and meals, a per diem at the Government standard rate shall be provided to all faculty and participants. The Contractor shall abide by the applicable Government standard per diem rates which can be found on the General Services Administration (GSA) website http://www.gsa.gov/portal/category/21287. Please note that the per diem for option years will change because the location for these years is unknown. It should provide high-speed access to the Internet through either public computers or connections in the lodging rooms, computers and printers for public use, and audiovisual equipment (computer-based projection system for slide presentations). In addition, the facility should offer on-site recreational opportunities (e.g., walking/running, swimming, tennis, hiking, biking) for use after hours. The site should be conducive to social interaction among the faculty and fellows. h) Develop and distribute a resource binder and a website for participants and faculty. The resource binder for each Institute should provide logistical and substantive information and materials (e.g., course outline, lecture outlines, reprints of assigned articles). In addition, each training institute should have a Section 508 compliant website developed to provide a space for posting announcements relevant to the Training Institutes, to post materials and resources, and to facilitate communication among attendees. For any given Institute, the Contractor may also be required to facilitate the development of a website (e.g., Google Sites) for each Institute for post- Institute collaborative activity. i) Provide logistical support. The Contractor shall be responsible for arranging travel to and from the course for participants and faculty (e.g., airline reservations, van service to/from airports) and for reimbursing participants and faculty for any allowable travel expenses. The Contractor should arrange for participants and faculty to have access to such activities during some evenings. The Contractor shall provide staff at the Training Institutes to include: a) staffed registration table on day of arrival, b) assist in daily operations (e.g., last-minute photocopying, liaison with conference center, trouble-shooting), c) ensure skilled and efficient operation of AV and presentation equipment; d) assist in departures (e.g., arrange transportation to airports), and e) packaging of materials and supplies on the last day. The Contractor should ensure that all logistical details are handled appropriately and no details are overlooked. j) Arrange for meeting photography and videography. The Contractor shall work to identify a photographer/videographer and arrange for their services. The Contractor shall provide a subcontract to the photographer/videographer for these services. The Contractor shall host and maintain a Section 508 compliant website where the photographs, videos, and other course material will be posted. All of the foregoing will be done in coordination with and approval from OBSSR. Videography will include lectures and panel presentations. Videography must be coordinated with the NIH Center for Information Technology office to ensure that the final products are closed captioned and Section 508 compliant. Proper permission to take and post photographs must be obtained from participants and this permission must be documented. k) Produce and print signage and certificates of completion. The Contractor should provide or arrange this service through the logistical Contractor. l) Posters, flyers, website design, signage and other course graphics. The Contractor shall work with OBSSR to determine what materials/services are needed and will subcontract for those as needed. Graphics requirements for any given Institute may include posters, flyers, website design, signage and other course graphics. In some cases, a conference identity/visualization may need to be created. The OBSSR COTR will have final approval of the graphics. m) Provide all current budget information upon request. The Contractor shall keep track of the available budget, all expenditures, and estimates of all costs on an ongoing basis from the inception of this contract. The Contractor should provide upon request to OBSSR, current budget information. TASK 1: ISSH Training Institute The NIH/OD Office of Behavioral and Social Sciences Research (OBSSR) will sponsor and conduct an Institute on Systems Science and Health (ISSH). The 6-day-long training course will provide a thorough grounding in three particular methodological areas to researchers interested in developing competence in applying these methodologies to problems in public health. We anticipate providing training for 45 participants at the doctoral (PhD or MD) level annually. The faculty and guest lecturers will consists of leading experts (practitioners and teachers) in system dynamics modeling, agent based modeling, and network analysis. Approximately one host, three core faculty and 20-30 guest lecturers will provide the training. The initial ISSH was held in May 2009, with subsequent ISSH trainings held in June 2010 and May 2011. Pending adequate budget and interest, ISSH will be held annually. The university host is expected to change from year to year and it is anticipated that the ISSH curriculum, theme, and emphasis of subject matter will also vary to some degree from year to year. While we intend to retain some faculty and lecturers from year to year, it is expected that at least 50% of them will be new in any given year. The target date for convening the next ISSH is anticipated to be sometime in the first half of fiscal year 2012, but in any event no later than August 30, 2012. The host for ISSH will be selected by OBSSR but is likely to be in St. Louis in 2012. The host for future years is to be determined. Typically, the host will be a university with a school of public health and a department of computational science or mathematical modeling. ISSH General Tasks/Requirements In addition to the SOW general tasks, the Contractor shall be responsible for developing and maintaining an ISSH website (including an application page) as well as promotional materials (e.g., video of highlights from ISSH) and other photographic and videographic needs. ISSH Specific Tasks/Requirements For the ISSH task, the Contractor shall perform the following activities, in consultation with the OBSSR Project Officer and designee(s): • Develop the course structure: Each of the approximately 45 participants will spend some time in small groups (e.g., listening to lectures or participating in hands on class exercises) as well as spending some time in the larger group engaging in activities common to all (e.g., introduction to systems thinking, value of comparative modeling, learning the types of problems is each methodology suited for). While some of the course content will be didactic in nature, a substantial part of the time should be spent in activities that are experiential or interactive in order to engage the learner. There should be time allotted for participants to try out in "hands on" fashion, the methods they are learning by allowing them to work on their own problems using data they have gathered/identified in advance, if applicable. Ample staff coverage should be provided for this portion of the agenda so that students can get the individual guidance they need to practice the methods with their unique problems, or with problems provided by the faculty. In addition, some time should be spent in small groups applying the methodologies to a "canned" problem set designed to illustrate specific characteristics of the methodologies. • Arrange and administer contracts for each faculty member, host, guest lecturer and any other contracted assistance. Payment for services is as follows: 1 host @ $10,000; 3 core faculty @$7,500 each = $22,500; 7 faculty assistants @ $500 each = $3500; 8 guest lecturers @ $250 ea = $2000; 10 plenary speakers x $250 = $2500. Grand total for faculty/presenter fees: $40,500. • Coordinate and manage the application and review process for ISSH trainees: In consultation with the ISSH Steering Committee, the contractor shall develop and implement a process for soliciting applications and for identifying successful applicants. Selection criteria and a notice for soliciting participation will be developed in consultation with the ISSH steering committee. OBSSR will identify the persons who will serve as reviewers for the applications. The review process shall be conducted either in person or online with supplemental conference calls. • Prepare course materials: The contractor will be responsible for obtaining and duplicating and/or placing course materials on flash media (e.g., agenda, handouts, computer-based presentations, website for accessing course resources and communicating about the course), and should ensure that no necessary items are overlooked. This includes conference posters placed throughout the venue announcing the various presentations and meeting areas as well as a themed slide for the event. The contractor is required to work with faculty and subcontractors to ensure that all course material including hard copies of printed course materials as well as all website design, content, and management and other electronic media materials are prepared and suitable for the target audience. The contractor will also purchase the books for the book raffle (based on a list approved by the Steering Committee) and arrange for their delivery to the event site. On site, the contractor shall coordinate the book raffle (e.g., ensure that each book is raffled, ensure that raffles are appropriately timed, ensure that for each drawing, those conducting the drawing are notified and summoned to the appropriate area at the appropriate time). • Identify and contract with a conference facility. The conference site should provide facilities for meeting and lodging. Meeting space should allow for plenary sessions (e.g., 75 people), rooms for small discussion-groups (e.g., three groups of 15 students plus two to three assistant, one or two instructors, and several observers), and classrooms with computer workstations for all students and instructors for track-based curriculum work (e.g., a minimum of 20 workstations per room plus a computer with projection capability for faculty). TASK 2: Optional Training Institute The OBSSR may have a need for an additional training institute during the base and each option year. The Contractor responsibilities for the training institutes can be assumed to be the same as for the other training institutes. TASK 3: Optional Training Institute The OBSSR may have a need for an additional training institute during the base and each option year. The Contractor responsibilities for the training institutes can be assumed to be the same as for the other training institutes. Telephone and e-mail conversation as well as in person meetings between OBSSR and the Contractor are expected to identify unanticipated issues that will be documented and resolved. Inspection and Acceptance Requirements: The OBSSR COTR will review all documents produced during the performance period, provide feedback to the Contractor, and determine acceptability of quarterly progress updates and final reports due within 30 days of the end of the project. The Contractor will report on all project activities completed and begun during the reporting period. The OBSSR COTR will pay the Contractor upon completion and approval of the deliverable(s) and invoice(s). This is not a follow-on contract. SECTION 508 COMPLIANCE In accordance with FAR 39.2, Section 508 of the Rehabilitation Act is implemented in this order. Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) products and services developed, acquired, maintained, and/or used under this contract/order must comply with the "Electronic and Information Technology Accessibility Provisions" set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the "Access Board") in 36 CFR part 1194. Information about Section 508 provisions is available at http://www.hhs.gov/od. MANDATORY CRITERIA Firms that do not complete and return the required Section 508 documentation with proposals will be considered non-responsive. The Section 508 mandatory criterion will be non-point scored. Section 508 Evaluation Factors: Responses to this solicitation will only be considered for award after it has been determined that the proposal adequately addresses the requirements for Section 508. Only proposals which contain adequate information to document their responsiveness to the Section 508 requirements (e.g. a completed GPAT, VPAT or equivalent and supporting documentation) will be eligible for any additional merit consideration. Section 508 Acceptance Criteria: The "OBSSR Training Institute" delivered as a result of this solicitation will be accepted based in part on satisfaction of identified Section 508 requirements for accessibility. The "OBSSR Training Institute" delivered must include a completed GPAT, a sample of which is included as a part of this solicitation. Evaluation Factors Technical factors are of paramount consideration in the award of the purchase order; however, price is also important to the overall award decision. All evaluation factors other than price, when combined, are significantly more important than price. The Government can make tradeoffs among price and technical factors in determining which Quoter offers the best value by awarding to other than the lowest price Quoter or other than the highest technically rated Quoter. Quoters are advised that award will be made to that Quoter whose quote provides the best overall value to the Government. Technical Evaluation Criteria In determining which quote represents the best value and results in the lowest overall price alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs, the Government shall evaluate quotes using the following technical evaluation criteria, which are listed in the order of relative importance with weights assigned for evaluation purposes: 1. Understanding the Requirements/Technical Approach (40 Points) • Quality and clarity of the methodological approach involved in fulfilling the scope of work to coordinate overall project and assist in course planning. • The general approach to planning and coordinating course development and associated performance objectives under the contract. • Demonstrated experience putting on training courses of a technical nature, particularly in the course domain area or a related, relevant area. Especially important is experience developing courses such as the one proposed which require: interfacing with and coordinating a wide variety of people who are helping develop the course, and delivering a course to a broad, diverse audience of participants while doing all of this in a compressed timeline (6-9 months). • Quality of the plan for how the team will function, especially how the contractor will interface with the steering committee members, course faculty, OBSSR, and the logistical contractor. • Understanding of the Government's intent for this procurement and the feasibility of approach to address its overall goals. • Soundness of approach to incorporate Government input on the project. 2. Personnel/Staff Qualifications (40 Points) • Qualifications, experience and availability of all proposed personnel, including any consultants and/or subcontractors, and evidence of relevant past work. • The proposed team should be led by an organization representative who has knowledge of course development and of the course domain or a related area. • A track record of developing course materials and producing one or more week long courses of the type proposed in this document. • Credentials of those involved in the team that will oversee course development. • Augmentation of staff with appropriate consultants, and/or subcontractors, as necessary, and their documented expertise and commitment to the project. Evidence that proposed team can accomplish tasks in specified timeframe. 3. Organizational Capabilities, Experience and Commitment; Facilities and Resources (20 Points) • Evidence of corporate capability to organize and manage resources and personnel effectively. • Experience in managing course development with stakeholder input, experience in working in teams with diverse members. • For any subcontractor(s) proposed, effectiveness and timeliness of management plan in specifying responsibilities allocated to each organization and how these entities shall interact. • Adequacy of mechanisms in place to hire technically qualified staff on a quick turnaround basis, as needed, and to ensure that personnel assigned to a project are retained during the entire project. • Organizational commitment to quality of product and deployment of necessary resources to meet the project requirements.
