- Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Installation Division (CCAP-SCI) intends to competitively award a performance-based environmental remediation multiple award (ERMA) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with two portfolios, one for Small Business and one Unrestricted. This ID/IQ is designed to support environmental remediation services at Army installations nationwide. The Army anticipates awarding up to seven contracts on each portfolio, with one of the Small Business awards being set aside for a qualified Service Disabled Veteran Owned Small Business (SDVOSB) to ensure competition and a best value solution for the Army. The Army Environmental Command has a requirement for environmental remediation services for the US Army Environmental Cleanup Program (AECP) and the Operational Range Assessment Program (ORAP). The AECP includes the following subprograms: Installation Restoration Program (IRP), Military Munitions Response Program (MMRP), Compliance-Related Cleanup Program (CRP), and the Base Realignment and Closure (BRAC) Environmental Restoration Program. Work will be performed at Army installations/sites located throughout United States and United States territories. All work will be in accordance with individual task order requirements provided with each effort. The North American Industry Classification System (NAICS) code for this work is 56291. The unrestricted portfolio will be awarded utilizing full and open competition while the Small business portfolio will be set aside for small businesses. Each Task Order will be competitively competed within either the unrestricted or small business portfolio. The total contract ceiling for the ID/IQ will be $480 million with a breakdown per portfolio of $240 million each. The contract will have the ability to issue fixed-price and cost type task orders. The contract will have a one (1) year base with four (4) option years. It is anticipated that the solicitation will be issued on or about September 30, 2011 with proposals due on or about November 15, 2011, the actual date and time will be identified in the solicitation. Interested offerors must be registered in the DoD Central Contractor Registration (CCR) database, complete the Online Representations and Certifications Application (ORCA), and be registered in Federal Business Opportunities (FedBizOpps). All information, amendments and questions concerning this solicitation will be posted on FedBizOpps. It is the offeror's responsibility to monitor the FedBizOpps website for notices and amendments.
