- The Department of Veterans Affairs, National Cemetery Administration is soliciting offers from experienced qualified Small Business concerns to furnish all labor, supervision, material, equipment (see attachment F), tools and supplies to complete grave excavations, interments, and grounds and facility maintenance services to maintain Fort Bayard National Cemetery, 200 Camino De Paz, Ft. Bayard, NM 88036, following National Cemetery Administration standards. The Contracting Officer (CO) is Garry Harris, 303-914-5710. Offeror must have a regularly established firm in the business called for, who are financially responsible, and able to show evidence of their reliability, ability, experience, facilities and personnel directly employed by them to render prompt and satisfactory service. Contractors that can meet the requirements of the RFP are requested to take into consideration the complexity and extent of the services to be performed. The VA is issuing this Request for Proposal in accordance with FAR Part 15, Technical capability, past performance/client satisfaction and scheduling/phasing, when combined are when combined are significantly more important than cost/price. This solicitation is restricted to Small Business concerns. Contract period will consist of a base period from October 1, 2011 (or date of contract award), through September 30, 2012, with up to two (2) one-year options to extend the term of the contract through September 30, 2014. Units and services to be in accordance with Performance Work Statement, Technical Specifications, Performance Incentives/Disincentives, terms and conditions. NAICS is 561730, is applicable to this acquisition with a Business Size Standard of $13.0 million. There will be no further pre-announcement of when the solicitation will be posted, however, solicitation documents will be available electronically on or about September 12, 2011 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. Prospective offerors are encouraged to attend the site to familiarize themselves with the project, project site and conditions which may affect your cost proposal. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to a site visit, questions are to be emailed to the CO. Solicitation number VA-786-11-RP-0417 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. All interested parties must register on the FedBizOpps site in order to receive notification or changes and/or new postings to the solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract.
