Description
This is a NOTICE OF INTENT TO AWARD SOLE SOURCE Purchase Order using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. Army Contracting Command, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure a Fuel Flow measuring System from AVL Instrumentation & Test Systems, in support of Aberdeen Test Center, located at Aberdeen Proving Ground, Maryland 21005. CLIN 001 The Government intends to award a firm-fixed price sole source purchase order to AVL Instrumentation 46097 Commerce Center Drive, Plymouth, MI 48170. The proprietary fuel measuring system is capable of measuring the flow up to 300 liters/hour with high accuracy while operating in a mobile, dynamic environment. 1: AVL KMA Mobile Type 300; QTY 1 2: Density Meter AVL KMA Mobile; QTY 1 3: AVL KMA Mobile Condenser Truck (Mod. Diesel); QTY 1 4: AVL KMA Mobile Additional Connection Kit; Qty 1 AVL Instrumentation is the manufacturer of the AVL KMA Mobile system and this item will allow researchers to test and evaluate/determine the fuel flow/consumption characteristics of military combat and tactical vehicles. Without this fuel flow measuring system, researchers would be unable to perform their mission of conducting automotive fuel flow performance evaluations. Awarding to any other source would likely result in inaccurate test results and delays in fulfilling the requirement. The associated North America Industry Classification System (NAICS) Code is 334519 and the Business Size Standard of 500 employees. All responses received within 10 days after date of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 1:00 PM Eastern Time, September 2, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
