- Amendment 0001 for Solicitation #: W911S0-11-T-1028 This office will not be accepting any more questions after Tuesday, 13 September 2011 at 14:00 military time. Questions from industry 1) It appears from paragraph 4.1.2.6 that only Tab A of the DD Form 1391 is required; is that correct? R: Yes, the Performance Work Statement (PWS) in the referenced paragraph stipulates preparation of a Draft and Final version of a TAB A Face Sheet DD Form 1391 for a small, medium and large version of the standard NCO Academy. This is common to the example Template DD1391 forms located on the US Army Corps of Engineers Center of Standardization Website: https://mrsi.usace.army.mil/cos. See the example of a Dining Facility attached. 2) Is an economic analysis required? R: No. An Economic Analysis (EA) is not required as part of this scope. The DD1391 Templates to be prepared in this contract (reference paragraph. 4.1.2.6 DD Form 1391 Programming Documentation Template) are generic and do not have necessary project specific details required to prepare a supporting EA. 3) Can the DD Form 1391 be generated in the PAX Processor or only in the pdf template? R: Yes the DD Form 1391s are to be prepared on the DD1391 Processor System. Paragraph 5.0 GOVERNMENT FURNISHED MATERIALS., states the Government will provide the Contractor with access to the DD1391 Processor System during the performance period of this contract. In order to obtain specifics needed to develop data for the DD1391 templates, the Contractor will be required to gain access to the DD1391 Processor System. 4) The RFQ does not state the minimum number of personnel required on the site visit, is there a desired number of on-site personnel? R: The minimum number of Contractor personnel to be on the site visit is two (2) individuals. 5) Is the 455 hours specified in the pricing schedule the total number of hours you anticipate that are required to complete the PWS/Project? R: Yes. The total manpower requirement to complete all tasks in this PWS is estimated at 455 hours. 6) If proposing as a team (Prime/Subcontractor) will the combined qualifications of the team be considered or will the qualifications of only the prime contractor be considered? R: Yes. The whole team will be consider for Past Performance. 7) In regards to past performance: If proposing as a team (Prime/Subcontractor) will the past performance of the members of the team be considered? Or, is the only acceptable past performance that of the prime? R: The Company will need to ensure the team is a Service Disabled Veteran-Owned Small Business. The example of the 1391 is attached.
