Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army ACC-APG Contracting Center, Natick Contracting Division, on behalf of US Army Garrison, Directorate of Emergency Services Police Desk, intends to award a firm fixed price purchase order on a sole source basis to: METRO SURVEILLANCE SYSTEMS, INC., Johnston, RI 02919. RESPONSES WILL BE RECEIVED FOR FUTURE REQUIREMENT CONSIDERATION ONLY. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: This acquisition is for a warranty for the existing video surveillance system located at the US Army Garrison, Directorate of Emergency Services Police Desk. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The existing system was custom built and was designed by Metro Surveillance Systems. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A market research was conducted and in conjunction with prior positive experiences with Metro Surveillance Systems, Inc. it was found that Metro is a leader in video and security technologies along with control room design and implantation with related equipment and peripherals that can be adapted for other security uses if need be in the future. 4. Any other facts supporting the use of other than full and open competition: None at this time. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Continuous monitoring of the industrial base will be performed to take advantage of the competitive forces in the marketplace. If alternate sources become available in the future, DES would be interested in obtaining these sources. 6. Interested parties may identify their interest and capability to respond to this requirement to the U.S. Army Contracting Center, Natick Contracting Division via e-mail to: gregory.d.schroeder@us.army.mil no later than COB 17 September 2011.
