- The Defense Information Technology Contracting Organization (DITCO) intends to issue Communication Service Authorizations to AT&T to continue the operation and maintenance of the Digital Remotely Programmable Conference Arranger (DRPCA) conference systems (Bridge Equipment, IT equipment, and circuits). One DRPCA system is used by the Joint Chiefs of Staff (JCS DRPCA) the other is used by USSTRATCOM operating as the Strategic Emergency Action Telephone System (SEATS) DRPCA is an AT&T leased non-secure redundant conference system composed of two bridges equivalent in conference capability. Full-duplex dedicated data lines between the bridge and multiple control sites enabling an operator to launch and control preset voice conferences. The DRPCA is also connected to the Defense Switched Network (DSN). The network is used for critical command and control communications between the National Command Authority (NCA), National Military Command Center (NMCC), US Strategic Command (USSTRATCOM) and Combat Commanders (COCOM) and their subordinate commands. It is the intent of the Government to lease the connectivity and equipment from AT&T Corporation via Communication Service Authorizations against a Basic Agreement. The Government does not own any data pertaining to the design, integration, maintenance, or operation of this system. This announcement is for information purposes only. Please note: DITCO will not be responsible for any costs incurred by responding to this notice. If you believe your business to be capable of satisfying the above requirement, please submit the below information to the points of contact listed within this notice. a. Company Information. Capability packages should be limited to no more than 5 pages.
