Description
Solicitation No. VA245-11-IB-0231 The Department of Veterans Affairs is seeking a construction contractor to furnish all labor, materials, tools, equipment, and supervision to provide for renovation of the Outpatient Surgery and support areas located at the Department of Veterans Affairs Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-103. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB). Only SDVOSB/VOSB Firms currently verified in the VetBiz Vendor Information Pages (VIP) at www.vip.vetbiz.gov or SDVOSB/VOSB Firms currently listed as pending verification in VIP are eligible for award. SDVOSB/VOSB Firms that submit bids on SDVOSB/VOSB set-asides that are not verified or visibly listed as pending verification in Vet Biz VIP will be deemed nonresponsive (Invitation for Bid) or technically unacceptable (Request for Proposal). The work includes, but is not limited to, renovating existing surgical areas to expand Out Patient Surgery Clinics and Surgical Prep and Recovery areas. Renovate the Operating Rooms Suite and support spaces to correct deficiencies in space provisions, adjacencies, work flow, way-finding, and the overall patient centered environment to provide adequate prep and recovery areas, outpatient specialty clinic spaces, and patient and family waiting areas. Renovate the Surgical areas in order to provide expanded and improved specialty outpatient surgical clinics, and prep and recovery spaces. Upgrade Existing OR HVAC for Compliance with Existing Standards. Provide for replacement of AC-13 supporting the surgical suite in building 500. The existing system is a constant volume, 100% outside air, single fan, dual duct system. The system is over 25 years old, has failing components, and does not comply with current VA standards. Work shall include evaluation of existing electrical supply from the panel and motor control center level. Energy conservation will include, but not be limited to, evaluation of desiccant dehumidification, operational hours flow setback, and evaluation of heat recovery, to include exhaust stream from adjacent, existing exhaust fans. For design purposes, central chilled water supply will be assumed at 44 °F. Air flows will be based upon current design for the renovated area and not from existing air flows. For areas supported by an air handling unit (AHU) which also supports spaces not included in contract, design shall include test and balance of existing units prior to any alterations being made to the AHU as part of the project. Estimated construction cost range is $2,000,000.00-$5,000,000.00. The firm must be a general construction firm approved under NAICS: 236220, size standard: $33.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of WV. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of the bid opening and conform to JV requirements. JV Agreements should be submitted with the bid. Bids will be accepted from only responsible and responsive contractors. There will be a pre-bid site visit which will be held on or about October 19, 2011 @ 10:00am local time at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. All interested parties are encouraged to attend the site visit. Interested parties must obtain a visitor's pass from the Police Security Office in Building 500 before reporting to the conference room in Bldg. 308B. All questions generated from the site visit shall be submitted in writing to the contracting officer to kathryn.leatherman@va.gov. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from the FedBizOpps website www.fbo.gov. Solicitation documents will be available on or about October 5, 2011. Approximate bid opening date is November 8, 2011. Firm site visit and bid opening dates will be provided on the solicitation once issued. There will be a public bid opening. Bidders are advised that award will be made to the responsive/responsible bidder with the lowest price. The procurement is subject to availability of funds.
