- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to CAMPBELL SCIENTIFIC, INC., 815 West 1800 North, Logan, Utah 84321-1784 for the purchase of (2) Optical Backscatter Sensors (OBS) manufactured by Campbell Scientific, Inc. (Model # OBS-3A-N4-50-CS and Part #20921-19) The OBS required must be compatible with existing sensors, which are D&A Instruments Model OBS-3A. Campbell Scientific, Inc. recently purchased the former D&A Instrument Company and is now the sole manufacturer and distributor for OBS-3A sensors. The Government intends to procure from only one source under the authority of FAR 13.106-1(b). This will be a commercial acquisition using simplified acquisition procedures per FAR 13. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 5:00 PM CST, Wednesday, September 14, 2011.
