Description
The U.S. Coast Guard Aviation Logistics Center, Medium Range Surveillance Product Line Division, Senior Contracting Officer, Elizabeth City, NC hereby announces the following general categories of services and spares which have been forecasted to be procured during the Fiscal Year 2012 (1 October, 2011 to 30 September, 2012). All vendors are advised that internal historical incumbent records and the Inventory Locator Service at www.ilsmart.com are the primary market research tools for USCG ALC MRS for HU25 and HC144A Aircraft supplies and services. The forecasted simplified acquisition contract actions will be for services to repair, exchange, overhaul, or purchase components such as, but not limited to, the following: Airframe and Powerplant system components, Avionic and Electronic system components, parts or materials related to; Accelerometer, Actuator, Aileron, Antenna, Armature, Bellcrank, Box Anti-Skid, Brake Assemblies, Cabin Pressure Control, Computer EHMS, Elec Fuel Computer, Aircraft Seat, Cylinder Assy, Main Cabin Door, Inlet Air Duct, Electronic Module, Fire Warning Element, Exchanger, Generator, Housing, Ice Detector, indicators, Landing Gear, Light Assy., Lock, Oxygen Mask, Motor, Engine Mount, Oxygen Bottle, Panel Assy, Power Supply, Pumps, Radome, Recorder, Hyd. Reservoir, Seal, Sensor, Servo, Shroud, Switch, Synchronizer, Throttle, Tank, Transmitter, Tube or Hose, Valve, Wheels, Window, Extinguisher, Horizontal and vertical stabilizer, cowling and various Structural Components, hardware such as aircraft unique screws, washers, lights, wire, battery, etc. These services and spares may be procured multiple times, from sole or limited capable and/or responsible sources, throughout the fiscal year 2012 utilizing Simplified Acquisition Procedures. Acquisitions that are not of a unique or compelling nature in excess of $25,000.00 will be advertised on FBO.GOV. Acquisitions between $15,000.00 and $25,000.00 that are not of a unique or compelling nature will not be formerly advertized under Synopsis and Solicitation or Combined Synopsis/Solicitation in FBO.GOV, but will be posted, in accordance with FAR 5.101(a)(2) as a general "Proposed Contract Action" notice or PCA under the "Special Notice" Category in FBO.GOV with a limited posting duration as follows: Supplies or Services ordered to support an "AOG" will have (approximation) a 24 Hour Posting, "Work-Stop" will have (approximation) a 48 Hours Posting, and "Stock Level Critical Status" will have (approximation) a 72 Hour Posting. As applicable, such notice for lower priority orders between $15,000.00 and $25,000.00 will be posted IAW the Federal Acquisition Regulations for a minimum of 10 Days. Those acquisitions subject to NAFTA will not be subject to the 40 day period of time between publication of the synopsis and receipt of offers as this notice satisfies the requirement at FAR 5.203(h). As directed by the MRS Supply Cell Leader, vendors wishing to be given supply source and capable repair source consideration should email their supply, repair, and/or overhaul capabilities information and listings (specifying HU25 and/or HC144 Aircraft Only) via electronic means to the MRS Equipment Specialist at Bryan.P.Bray@uscg.mil for consideration and information distribution. MOCK POSTING (Supplies): The U.S. Coast Guard Aviation Logistics Center Medium Range Surveillance Product Line intends to award, on or immediately thereafter 30FEB2012, a simplified acquisition purchase order to a responsible vendor for the purchase of: WIDGET, NSN 1234-56-789-1011, P/N 123456 14 Each. Responsible capable vendors may offer a quote providing the item(s) offered are New Equipment or NE, are in original packaging, and have full traceability back to the Original Equipment Manufacturer or OEM. Interested and capable vendors please email Denise.M.Coley@uscg.mil at USCG ALC MRS. MOCK POSTING (Services: Repair/Overhauls): The U.S. Coast Guard Aviation Logistics Center Medium Range Surveillance Product Line intends to award, on or immediately thereafter 30FEB2012, a simplified acquisition purchase order to a responsible vendor for the repair of: WIDGET, NSN 1234-56-789-1011, P/N 123456 1 Each. Note that the Coast Guard does not own, nor can provide, OEM repair data. Responsible capable vendors may offer a quote providing they are in legal possession the most current Original Equipment Manufacturer or OEM required repair data, processes, and procedures and have been deemed by USCG ALC MRS Engineering as being fully capable of providing such services, and can and will use only new OEM piece parts in such repairs or overhauls.
