- This requirement involves the delivery of Raw Subsistence (dry goods, canned goods, fresh and frozen meats, fresh produce, dairy and bread products, based on a 12 Day menu to Army National units throughout the state of Arkansas. Delivery will be made on a monthly basis except during the time of their yearly Annual Training. During this time delivery will be as often as three times a week during the Annual Training Period. This will be an Indefinite Quantity Fixed Price Contract with Economic Price Adjustment. The economic Price Adjustment will be allowed on fresh produce and meats due to seasonal price fluctuations. Award will be based on the following evaluation factors with Technical and Past Performance when combined is more important than price: 1. Technical with the following subfactors: A. Ordering System B. Delivery system to include response & Lead Time 2. Past Performance with the following subfactors all of which are of equal importance. A. Quality Control B. Management Effectiveness C. Technical Qualifications/Experience D. Timeliness 3. Price with the following subfactors in order of precedence: A. Pricing of about 150 food items B. Markup percentage on meat items C. Markup percentage on fresh produce This solicitation is open to both small and large businesses. The request for proposals will be available on or around the 19th of September 2011 with proposal due on or around 18 October 2011 with the first delivery being 4 November 2011.
