Description
NASA/DFRC has a requirement for Cirrus DMS (Digital Mapping System) Camera, Qty 1.Provide a digital camera system for large-area, high-resolution, color mapping whichshall have the following characteristics:The system shall be designed to operate in an airborne compartment with the followingunpressurized environment:Pressure range: Sea Level to 65,000 ft. (0.65 psia) pressure altitudeTemperature range: +40. deg C to 80. deg CMaximum system dimensions: 13L x 10 W x 10 HMaximum nominal operating Power: 28V DC and 12A (including heaters)Provide four individual lenses for user installation: 50mm, 80mm, 100mm, and 200mmcalibrated lensesMinimum image size of5500 (cross track pixels) x 3500 (along track pixels): 19Mpixel Minimum image rate of one image per 12 secondsCapability to detect an external relay closure, which shall trigger automatic continuousimaging and storageInternal data storage capable of 30. hrs continuous imaging (>9,000 images)Internal data storage of at least 10,000 image capacity (30+ hours)Provide continuous Status and health IP reporting via UDP CSV packet and small jpeg(~200kB) transmissionProvide a ground Processing Station including computer, monitor, image processingsoftware, and printer.Provide on-site integration support at NASA DFRC for two 1-week periods.NASA/DFRC intends to purchase the items from Cirrus Digital Systems becuase this item isa Cirrus proprietary item that can only be bought from Cirrus Digital Systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 20, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Quotes are due to NASA-DFRC by 4:00pm local time on September 26, 2011.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
