Description
RFP This is a combined synopsis/solicitation for commercial items in accordance with Subparts 12.6 and 13.5 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested; a written solicitation shall not be issued. The National Oceanic & Atmospheric Administration (NOAA), a bureau of the U.S. Department of Commerce, is seeking to procure event planning services for the Office of Coastal Resource Management. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. This solicitation is issued as a Request for Proposal. The NAICS code is 561920, Convention and Trade Show Organizers. Contractor quotations shall include all pricing including shipping on a FOB Destination basis. The resulting purchase order shall be awarded on a firm fixed price basis. The Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation shall be most advantageous to the Government, price and other factors considered The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-53. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: • FAR 52.212-1, Instructions to Offerors - Commercial. There is no addenda to this provision; • FAR 52.212-2, Evaluation - Commercial Items. • FAR 52-212-3, Offeror Representations and Certifications - Commercial Items. There is no addenda to this provision; • FAR 52.212-4, Contract Terms and Conditions - Commercial Items. There is no addenda to this provision; • FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items All interested contractors shall be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Catherine Perren, emailed to Catherine.a.perren@noaa.gov no later than 11:00 am EST, September 19, 2011. ALL POTENTIAL VENDORS SHALL PREPARE SEPARATE PRICE PROPOSAL AND A SEPARATE TECHNICAL PROPOSAL (both proposals may be submitted in one email). The Government reserves the right to make a single award, multiple awards, or no award as a result of this Solicitation. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
