Draft Statement of Work for BISC Requirement. Introduction This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. THE NAICS CODE IS 541512 WITH A SIZE STANDARD OF $25 Million. Description Research supported and conducted by the National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), Department of Health and Human Services (DHHS), strives to better understand, treat, and ultimately prevent immunologic, infectious, and allergic diseases. The NIAID Division of Allergy, Immunology, and Transplantation (DAIT) supports extramural basic, pre-clinical and clinical research that focuses on immune-mediated diseases through a variety of research grants and contracts. This includes support for clinical research programs and individual research projects to evaluate the safety and efficacy of therapeutic and preventive approaches and agents and to elucidate the underlying mechanisms of such approaches and agents. Increasingly, bioinformatics support for scientific data management and analysis is becoming an essential component of immunological research. Examples of this support include approaches to integrate disparate data sets and data types; development and dissemination of novel analytical tools in domain specific areas and across clinical and laboratory data; resources for centralization and analysis of data that allow the immunology community broad access to and facilitate secondary analyses of existing data; support for community evaluation of analytical tools and methods; continued development of and adherence to standards for data collection, storage and exchange; and training in the use of analytical tools. In an effort to address the bioinformatics needs across the DAIT-supported immunology research community, the NIAID plans to recompete the Bioinformatics Integration Support Contract (BISC) (http://www.niaid.nih.gov/about/organization/dait/pages/bisc.aspx). The purpose of the anticipated contract is to continue to provide critical bioinformatics support to DAIT-funded immunology research through the continuation and refinement of ImmPort, and continued development of optimal methods for data collection, storage, exchange, and interoperability; development and implementation of novel data integration and retrieval methods; enhancement of capabilities for clinical data access and support, provision of technical user support; and optimization of user value through provision of multiple workspace levels and analytic tools. The NIAID will provide the hardware and networking architecture to support production, pilot, and quality assurance environments. In the event that it is deemed necessary by the Government for the contract to provide these hosting environments, the contract to be awarded includes options to provide information technology infrastructure for the production, pilot, and quality assurance environments. In addition, the contract to be awarded includes options to: extend the base period of performance; increase the level of effort; provide for a final transition; develop novel analysis tools; and provide information technology infrastructure for production, pilot, and quality assurance environments. Please refer to the ATTACHED Draft Statement of Work for an in depth demonstration of the requirement. The BISC provides bioinformatics support to the following DAIT-funded networks and research consortia (participating centers). In the future additional networks and/or consortia may be added or current networks and/or consortia removed to reflect changing research priorities of the Institute. • Collaborative Network for Clinical Research on Immune Tolerance Network • Atopic Dermatitis Research Network (ADRN) • Clinical Trials in Organ Transplantation (CTOT) • Clinical Trials in Organ Transplantation in Children (CTOT-C) • Population Genetics Analysis Program • Protective Immunity for Special Populations • HLA Region Genomics in Immune-mediated Diseases • Maintenance of Macaque Specific Pathogen-Free Breeding Colonies • Modeling Immunity for Biodefense • Reagent Development for Toll-like and other Innate Immune Receptors • Adjuvant Development Program • Innate Immune Receptors and Adjuvant Discovery Program • Human Immunology Project Consortium • Non-human Primate Transplantation Tolerance Cooperative Study Group It is anticipated that a level of effort type contract will be awarded. The Government estimates the effort to perform the base requirements of the Statement of Work (Year 1 and Options 1 through 4 - additional Years 2 through 5) to be approximately 14 full time equivalents (FTEs) per year. Additionally, the anticipated contract award will contain options for increased levels of effort in increments of 208 direct labor hours over the base requirement, which can be exercised multiple times up to a maximum of 2,080 total direct labor hours (1 FTE) per year. Potential sources must demonstrate and document the following in their capability statements: Contractors should have the qualifications, experience, and capability to provide a range of technical, scientific and administrative services and activities to support bioinformatics activities of DAIT-funded immunology research to: • Maintain and refine ImmPort, including a platform for user collaboration and data sharing for the receipt, storage, retrieval, quality control, tracking, reporting, querying, analysis, and integration of mechanistic and clinical data from scientific research. • Develop and implement novel data integration and retrieval methods. • Enhance capabilities for clinical data access and support. • Provide user support and assistance. Please refer to the ATTACHED Draft Statement of Work for an in depth demonstration of the requirement. Contractors must be able to clearly convey their experience and/or ability to perform the following tasks: • Plan and implement an initial and a final transition of contract systems, web portal, databases, tools, data, documents, and other materials. • Provide, upgrade and maintain the hardware and networking for development environments, as well as the database, web portal and software infrastructure to support the activities of ImmPort. • Document all systems, software, and databases. • Continue to maintain, enhance and optimize the ImmPort data repository that contains both mechanistic and clinical data, including data acquisition and submission, data standards, data storage and integration, data access control, and data retrieval and display. • Provide analysis tools to facilitate integration, visualization, and meta analysis of all data types in the ImmPort data repository and make these tools accessible to the scientific community through the ImmPort web portal. • Develop and implement a Quality Control (QC) Plan to ensure the efficient and effective performance of monitoring functions and the appropriate management of the systems and databases. • Develop and implement a plan for outreach to the scientific community regarding the functions and features of the ImmPort system. • Provide training and assistance to the ImmPort user community of the use of the ImmPort system. • Support Data Interoperability and Collaborate with the Scientific Community. • Expand staffing from the base period of performance, should the Government exercise the Options to increase the level of effort. Please refer to the ATTACHED Draft Statement of Work for an in depth demonstration of the requirement. Capability statements submitted as a result of this announcement must: demonstrate a full understanding of the breadth and complexity of the research community that BISC supports; demonstrate adequate scientific expertise and experience needed to understand and support user needs; have resources and staffing to meet the requirements at the time of award; and demonstrate the ability to carry out all of the functions of any resultant contract. Additionally, capability statements must demonstrate the offerors' qualifications and experience, specifically providing evidence as to their capability to perform this requirement, with particular attention to the following: Personnel/Management: Adequacy, appropriateness and relevance of expertise, experience, qualifications, and availability of the key professional and technical staff with a project of similar size, scope, and complexity with particular attention to management and communication of complex scientific research and informatics projects. Please refer to the ATTACHED Draft Statement of Work for an in depth demonstration of the requirement. Past Performance: Past performance is considered essential. In addition to demonstrating that they have met the above qualifications, interested parties must identify at least two other projects of similar size and complexity. Interested contractors must submit a capability statement (five page limitation, excluding resumes) describing their company's experience and ability to perform this effort which includes: (1) a summary list of similar work previously performed for being performed; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement; (3) resumes for proposed key personnel which reflect education, and previous work relevant to the proposed requirement; (4) a general description of the facilities and other resources needed to perform the work; and (5) demonstrated ability to carry out the work. All capable small business organizations are encouraged to submit capability statements based on this announcement. Interested organizations should one electronic copy of their capability statement addressing each of the areas cited above to the designated point of contact. Any proprietary information should be so marked. Written capability statements should be received by the Contracting Officer by 12/12/2011. Please reference the solicitation number on all related correspondence. No collect calls will be accepted. Facsimile and e-mail transmissions will be accepted.
