- The GSA Federal Acquisition Service (FAS) intends to award on a sole source basis in accordance with FAR 6.302-5, which permits other than full and open competition when authorized or required by statute. This acquisition will be awarded to National Academy of Science, using a single source procurement under Executive Order 12832 of January 19, 1993. This (Amendments Relating to the National Research Council), allows any Executive Branch department or agency to request assistance of the National Academy of Sciences on a non-competitive basis when the agency's program requirements call upon it to gather and collate scientific and technical information, and to direct the attention of scientific and technical investigators to resolution of environmental problems in connection with public health and the economy and the Academy's unique qualifications provide the only source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet the agency's needs. GSA requires the contractor to develop and deliver an integrated workshop for fostering sustainability considerations into procurement actions across the public and private sectors. The workshop would assess the current landscape of green purchasing tools, identify opportunities and emerging requirements for enhanced and/or new tools, identify potential barriers to progress (such as cross-tool interoperability), and explore potential solutions. It would also consider associated training required to realize the full benefits of these tools. The workshop will include participants from, but not limited to: users of procurement tools (including federal, state, and local government and industry), experts in sustainable procurement, and software development representatives, especially those working with open data. Workshop objectives include: (1) Reviewing/understanding current landscape of existing green purchasing tools; (2) Outline of functionality desired by contracting officers from not only the federal government but also state/local and industry; (3) An understanding of technical requirements for future "green purchasing" tools so that they interoperate with existing tools but also function seamlessly as part of a mobile workforce; and, (4) Identifying the types of training needed to maximize the investment in "green purchasing" tools. The end result of this requirement will be a report summary as described above. The report will be made available to federal agencies and the public. FAS has identified NAS, the only vendor capable of satisfy the requirement. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned requirements and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 7 days after the date of this publication.
