- Clarification for Offer Due Date: September 15, 2011 NLT 4:00 PM, PST Amendment to Technical Capabilities "(1) Technical Capabilities" only. All other evaluation factors remain the same. Technical Capabilities: The Technical factor consists of the following elements: experience, quality control and past performance. The offeror's technical proposal must separately address each element. The overall technical proposal will be rated acceptable or unacceptable. To receive an overall acceptable rating, and be considered for award, each element of the technical factor must also be rated acceptable. (1) Technical Capabilities The proposal shall include the following: The offeror shall demonstrate that they are an experienced servicer of AB SCIEX 4000 QTRAP LC/MS/MS System: Mass Spectrometer and Agilent 1200 Series Binary Pump (HPLC) systems. The offeror shall include complete information and documentation of training of service engineers on the original equipment manufacturer (OEM) equipment that demonstrates competency in both hardware and software and indicate the company's capability to operate the Mass Spectrometer and HPLC System.
