- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 6.302-1, it has been determined that Allen Vanguard is the only source that can satisfy the agency's requirement for this acquisition. The type of contract requested is a Firm Fixed Price (FFP) contract. The bomb suits currently on hand at the Hazarous Devices School are Allen Vanguard products. The shells/carriers, also referred to as "skins", are repair parts needed to ensure continued serviceability of suits already owned by the government. No other brand will satisfy the agency's needs. The bomb suits being purchased must be compatible with helmets that are currently on hand. The helmets on hand are only compatible with Allen Vanguard suits and cannot be used with other manufacturers' designs. The Allen Vanguard bomb suit is the suit procured for DoD and currently in use by all military EOD teams in DoD.
