Description
Wage Determination Performance Work Statement Solicitation QASP Travis AFB is seeking to acquire cranes and hoists inspection/maintenance services at Travis AFB, CA. Period of performance is a base period of time of award through 30 September 2012, with four one-year Option periods. Complete details of the cranes and hoists inspection/maintenance services, evaluation factors and the performance work statement (PWS) will be included in the request for proposal (RFP). This requisition is solicited as a 100% Small Business Set-Aside. The North American Classification System (NAICS) is 811310 and the related size standard is $7M. Award shall be made based upon the best value to the government in accordance with Federal Acquisition Regulation (FAR) 52.212-2 Evaluation of Commercial Items. The government reserves the right to award a contract to other than the low offeror. The solicitation will be made available on or after 8 August 2011. This date is an estimate and subject to change without notice. The solicitation package will be posted on http://www.fbo.gov. The government will not provide paper copies of the solicitation package. Facsimile, telephone, written and/or email requests for the solicitation package will be honored. Prospective offerors are responsible for monitoring the fedbizopps website for release of the solicitation package and downloading their own copy of the solicitation package and any other pertinent information. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer, Ms Cora L. Armstrong (707 424-7740) for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. Prospective offerors who download the solicitation are requested to submit their company name, address, phone number, fax number, email, points of contact, DUNS number and business classification (i.e. - large, small, disadvantaged, 8(a), HUBZone, women owned, veteran, service disabled, etc) to Darin Murakami, Contract Specialist, at darin.murakami@us.af.mil. All responsible sources may submit a proposal which shall be considered by the agency. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. Prospective offerors must have or obtain a DUNS number, be registered with the Central Contractor Registration (CCR) at htt://www.ccr.gov, must complete FAR 52.212-3 Offeror Representation and Certification Commercial Items at http://orca.bpn.gov, and Wide Area Work Flow (WAWF) at https://wawf.eb.mil to ensure electronic funds transfer.
