- The Mine Safety and Health Administration (MSHA) intends to issue a purchase order under the authority of 10 U.S.C. 2304 (c)(1) -FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements to CSE Corporation, 600 Seco Road, Monroeville, PA 15146-1485 to purchase self contained self rescuers (SCSR) in support of mine inspectors in their inspection activities. This action will result in a Firm Fixed Price Contract with a period of performance from 20 September 2011 through 20 November 2011. This notice of intent is not a request for competitive proposals. However, all proposals received within five (5) days after date of publication (NLT September 19 10:00 am EST) of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
