- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation number F11PS01435 is issued as an RFQ and is issued as TOTAL SMALL BUSINESS SET ASIDE. This solicitation document incorporates provisions and clauses in effect through the Federal Acquisition Regulation (FAR). NAICS for determination of size status is 541430.The United States Fish and Wildlife Service for the Northeast Region- Contracting Office, Hadley, MA intends to issue a purchase order for Publication and Layout Design for the Region.REQUIREMENT: CLIN 0001- Compile, proof, and layout large planning documents (over 300 pages), may be multiple volumes/copies. Vendor to complete layout and design conforming to U.S. Fish and Wildlife Service (Service) design standards and specific Northeast Region National Wildlife Refuge System Planning (NWRS Planning) and Government Printing Office (GPO) standards. Vendor may need to incorporate maps, figures, and diagrams provided by the Service. Vendor must supply electronic versions of the document(s) compatible with MAC and PC platforms, via Adobe Indesign, Illustrator, Photoshop, and Microsoft Word. Vendor to deliver printout or electronic documents to NWRS Planning staff for proofing/corrections and deliver final, print-ready versions with all Service edits incorporated (electronic required, printed version may also be required) to specified NWRS Planning staff Because of the time necessary to produce these documents and upcoming congressional deadlines, vendor must have experience with design and layout of at least three Service Northeast Region National Wildlife Refuge System Planning documents over 300 pages. Turn-around time for each document should not exceed 10 working days, but may need to be shorter (2 to 5 working days). Vendor must be available to meet with key staff in person to discuss project details at the onset of each project. Meeting not to exceed 1 business day. Vendor must be able to meet in person with NWRS Planning staff at other times during project development as requested. Meeting will be during normal business hours and vendor must be available within 4 hours of notice. Vendor must supply all software (e.g., Indesign), equipment (e.g., computer, printer), and supplies (e.g., paper) and will bill the Service for hours spent on each project. Service will supply photos, electronic documents in MS Word. Vendor must have experience in writing, editing, use of grammar and punctuation. This solicitation is prepared in accordance with the FAR. The following clauses apply: FAR 52-212-1, Instructions to Offerors (JAN 2005); FAR 52.212-2, Evaluation-Commercial Items (Jan 1999) applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, based on location (proximity to airport; 35%), technical capability to meet the above requirements (35%) and price (30%). Multiple awards will not be made.
