Description
Contracting Office Address Department of the Air Force, Air Force Materiel Command, AFRL - Rome Research Site, AFRL/Information Directorate, 26 Electronic Parkway, Rome, NY, 13441-4514 Description This is a solicitation for commercial items to be acquired under FAR 13 Simplified Acquisition Procedures, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-11-Q-0582 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20110819. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This procurement is being issued as a Total Small Business Set Aside. The NAICS code is 423430 and small business size standard is 500. The contractor shall provide the following items on a Firm Fixed Price (FFP) basis. Offerors shall include the costs of UID (if required) and shipping FOB Destination, and specify the warranty terms. ITEM 01: Real-time text clustering engine Software Qty: 1 Specifications: -document clustering engine -organizes collections of text documents into clearly labeled thematic groups in real-time, fully automatic, and based only on the documents' content -metaheuristic local optimum search clustering algorithm ensure high-quality semantic clustering, fast processing, and high scalability -provides concise summary of document subjects, labeled folders in folder view, and query refinement features -provides search results clustering, text mining and e-discovery, visual search, search engine optimization. -scalability: cluster 10,000 abstracts in approximately 530ms -integrates with Java API, C# API, REST API, Apache Solr, Nutch -allows tuning of label filtering (i.e. boost or suppress identified content) and synonyms (i.e. to increase clustering quality), clustering characteristics and performance in GUI application -supports several languages including English, German, French, Italian, Polish, Russian, Spanish, Chinese Simplified, Korean, Arabic. Automatically detects language of documents. -100% Java library, no platform specific dependencies, operates with any platform supporting Java 1.6 or higher -based on open source architecture. -allows data fetching from sources such as Bing, Google, Lucene, Solr, or Google Desktop index -stand-alone GUI document clustering application runs on Windows, Linux or Mac OS; allows experimentation on data from search engines or own source; supports major search engines such as Lucene, Solr, Google Desktop, and generic XML feeds and files; provides real time results showing effect of clustering settings changes; provides performance benchmarking visualizations. -document clustering server operates in environments supporting Java 1.6; exposes clustering as REST service for integration with non-Java software and load balancing multiple engines; has XML, JSON, and JSON-P response formats; supports data sources including major search engines, indexing engines such as Lucene and Solr, and direct XML feed; includes example client code for c#, PHP5, Ruby, Java, and curl; provides quick start screen and DCS requests from browser. -command line interface operates in environments supporting Java 1.6; runs in clustering batch mode; clusters data from XML files; saves results in XML. Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The expected delivery date is within 30 days after receipt of order. The place of delivery, acceptance, and FOB destination point is F4HBL1/Transportation Depot 2, 148 Electronic Pkwy Rome NY 13441. The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Written quotes are due at or before 3 PM (ET) 13 September 2011. Offerors are encouraged to submit their quotes using the SF1449 Solicitation/Contract/Order for Commercial Items. (b)(4) Submit a technical description of the items being offered in sufficient detail for the Government to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, as necessary. (b)(11) Include a statement verifying that your firm is capable of conforming to the requirements of DFARS clause 252.211-7003, Item Identification and Valuation. This clause applies to certain products with unit price of at least $5,000. (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within three (3) days after receiving notification from the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered offeror. The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. In addition to the information within paragraph (a), the following factors shall be used to evaluate offers: I. Technical Capability II. Price. All evaluation factors when combined are of equal importance. The representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items and ALT I must be completed electronically on the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Therefore, offerors are required to complete only paragraph (b) of this provision and submit it with their proposal.
