****AMENDMENT #1********** The initial posting for this acquisition was a special notice stating that the Government intended to award Sole Source. This notice is being amended. This is now a 100% SMALL BUSINESS SET-ASIDE. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and no other solicitation will be issued. The solicitation number for this requirement is FA8601-11-T-0284 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The NAICS code is 333319. The size standard is 500 employees. This is a 100% SMALL BUSINESS SET-ASIDE solicitation. Evaluation shall be based on TECHNICAL REQUIREMENTS and LOWEST PRICE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, 4 Aug 10. ASC/PKOBA, Wright-Patterson Air Force Base, Ohio is hereby issuing a competitive solicitation for a firm-fixed-price contract for the following requirement: CLIN 0001: 60-INCH DIAMETER TURN TABLE AIRCRAFT WHEEL WASHER EXTENDED DESCRIPTION: The contractor shall provide all management, labor, tools, equipment, transportation, materials, and parts necessary to provide a 60-inch diameter turn table washer which MUST be able to wash FOUR (4) air craft wheels at one time. Quotations may be in any format but must include requirements found in the attached FAR 52.212-2, Instructions to Offerors, including: proposing company's name, address and phone; point of contact's name, phone, and email; quotation date; quotation number; total price; identify any discounts; how long the quote is valid (minimum of 60 days); lead time after receipt of order; and warranty information. Quoted price shall be FOB DESTINATION. Delivery location is Wright-Patterson Air Force Base, Ohio. Quotations MUST contain a complete description of item offered to clearly show item meets or exceeds the requirements of this item. Quotations shall be accompanied by a completed FAR 52.212-3, Representations and Certifications, or indicate it is available at the Online Representations and Certifications Application (ORCA) website. Contract financing is NOT provided for this acquisition. No advance payments will be made. The Government intends to award one firm fixed price (FFP) purchase order resulting from this solicitation to the responsible offeror(s) whose quote provides the best value to the Government in accordance with FAR 52.212-2, Instructions to Offerors as outlined in the provisions below. The Government intends to award without discussions and the Government reserves the right not to make an award at all. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the Central Contractor Registration. By submitting a quote, the offeror acknowledges the requirement that a potential awardee must be registered in the Central Contractor Registration (CCR) prior to award. In Accordance with DFARS 252.232-7003, Invoicing and payments must be made utilizing the Wide Area Work Flow (WAWF) - To register and submit invoice go to https://wawf.eb.mil. Payment information may be accessed using the DFAS website at https://www.dfas.mil. Your purchase order/contract number or invoice will be required to inquire status of your payment. Minimum insurance required for work on Government property is as listed in FAR 28.307-2. No telephonic quotes will be processed; however, e-mail and hardcopy quotes are acceptable. If hardcopy is provided, one copy must accompany the original. Be advised that all correspondence sent via e-mail shall contain a subject line entitled F4F0AB1224A002, 60-INCH DIAMETER TURN TABLE AIRCRAFT WHEEL WASHER. Note that e-mail filters at Wright-Patterson are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). The NAICS Code is 333319. The size standard is 500 employees. The government intends to solicit and negotiate with one source under the authority of FAR 13.106(b) (1) and FAR 6.302-1(a) (2) (iii). The proposed source is Better Engineering MFG, INC, Baltimore, Maryland. The purchase is for one (1) Automatic Parts Cleaning System to include automatic oil skimmer, 7-day/24-hour; electric: 60 HZ, 3-phase. One (1) Re-circulated rinse system (includes LWS-F1 for rinse tank). One (1) low water shut-down and automatic water fill (brass solenoid). One (1) in-line strainer rated for 200 GPM for 7.5 HP pumps and larger and freight (FOB Destination). Better Engineering is the only source that has an aqueous parts washer with the capacity to handle aircraft wheels. This is a notice of intent. It is not a request for competitive quotations. Mr. Howard Marks, ASC/AQ, Wright-Patterson AFB, OH, 45433, has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer.
