Description This is a combined synopsis/solicitation for commercial items (non-personal services), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-45. ****************************************************************************** Items are required in accordance with the below schedule. Period of Performance: 26 September 2011 thru 25 September 2011. *** **** PRICE: **** ***** CLIN 1001: Cleaning of CATM Range. Services shall be performed on a bi-weekly basis on Saturdays in accordance with the Statement of Work Period of Performance: 26 September 2012 thru 25 September 2013. *** ***** PRICE: **** **** CLIN 1002: Cleaning of CATM Range. Services shall be performed on a bi-weekly basis on Saturdays in accordance with the Statement of Work. Period of Performance: 26 September 2013 thru 25 September 2014. *** STATEMENT OF WORK FOR CLEANING OF SHOOTING RANGE BUILDING 605, SPANGDAHLEM AIR BASE FISCAL YEAR 2011 1. DESCRIPTION OF SERVICES. The contractor will provide all personnel, equipment, tools, materials, vehicles, supervision, and any other items needed to perform cleaning and lead dust disposal services for the Combat Arms (CA) Firing Range at Spangdahlem AB, Germany. The contractor will perform to the standards in the contract and comply with all local, provincial and German governmental regulations. 2. CLEANING AND LEAD WASTE DISPOSAL REQUIREMENTS. 2.1. AUGER AND DUST COLLECTION UNIT. The contractor will remove, dispose of, and replace the 55-gallon drum from the Auger (Screw Conveyor System) and the 33-gallon drum from the Dust Collection Unit (DCU). The contractor must also provide and install round bottom flexible drum liners made of low density polyethylene (LDPE). The contractor will provide, and use approved seals and lids for removal of drums when the contractor transports the drums to the on-base HAZMAT disposal are located at Bldg 610. The contractor will contact base HAZMAT by commercial phone, 0656561-2621 or DSN 452-2621 prior to transporting the drums. Herr Arno Walerius is the base HAZMAT point of contact. The contractor will accomplish this no later than seven days after the drums have been replaced. The Combat Arms HAZMAT representative will fill out the AF Form 2005 for the drums and email it to the base HAZMAT personnel prior to the contractor transporting the drums to the disposal area. This work will be done on a quarterly basis. 2.2. DUST COLLECTION UNIT FILTERS. The contractor will check and clean the DCU filters. The contractor will remove the filters from the DCU and shake the dust off the filters to inspect them for any damage. If any of the filters must be replaced, the POC will be contacted to order the new filters. The government will order and pay for the replacement filters. The filters are manufactured by Donaldson, Part Number 4106. Additionally, if the filters need to be replaced a pre-load compound must be loaded into the system. The part number for the compound is 1997 for a 50-pound bag. The contractor will replace the filters once the new filters arrive and will dispose of the old filters. The POC will be responsible for installing the pre-load compound. This work will be done on a quarterly basis. 2.3. AUGER AND DUST COLLECTION UNIT ROOM. All instrument panels attached to the wall, to include the wall, and engines attached to the Auger will be vacuumed cleaned. The Auger, DCU, and floor will be washed down with water to remove all dust buildup. Any exposed area must be cleaned of any dirt, debris, and dust. Exposed area includes barrels, compressor, instrument panels, Auger, DCU and floors. This work will be done on a quarterly basis. 2.4. RANGE FILTERS. The contractor will remove, dispose of, and replace filters on the rear handler system for the firing range. The contractor will provide the new filters. The contractor will be available within 24 hours of notification to perform these duties, if necessary. The filters are manufactured by CAMFIL, Part Number 2221108, and Type: A8. The last source for the filters was Heinz Huewler, Konz, 06501-3987. The CA personnel will contact HVAC personnel to shutdown the system on the scheduled day of maintenance. This work will be done on a quarterly basis. 2.5. RANGE INDOOR FLOORING. The contractor will clean the inside of the firing range floor with a Wet & Dry HEPA vacuum cleaner to remove all dirt, debris, and dust. Additionally, the contractor will remove any scuff and heel marks, stains, discoloration, and any other foreign matter with a damp/wet mop. After all debris and stains are removed, the contractor will use the HEPA vacuum to remove any standing water or water pooling on the range floor. The range floor consists of any visible flooring from the Containment System to the storage room behind the ventilation wall. This work will be done on a bi-weekly basis. 2.6. ACTION TARGET TCT-4 SYSTEM. All exposed and reachable surfaces will be vacuumed with a Wet & Dry HEPA vacuum to remove all dirt, debris and dust. No water or liquid products will be used to clean the surface of the impact plates. The contractor will ensure the trough at the base of the unit is free of any dirt, debris, and dust. The contractor will ensure dirt, debris, and/or dust will not be pushed under or behind the TCT-4 system or into the bullet collection chamber mouth. This work will be done on a bi-weekly basis. 2.7. BEHIND ACTION TARGET TCT-4 SYSTEM. All exposed and reachable surfaces will be wiped, vacuumed with a Wet & Dry HEPA vacuum, and scrubbed cleaned of any dirt, debris, and dust. This will be on a semi-annual basis. 2.8. Work Frequency. All quarterly cleanings will be conducted on the following months: September, December, March and June. All items listed above as "quarterly basis" will be conducted on the same day (i.e. the contractor MUST replace Auger and DCU drums, check and clean/dispose of DCU and range filters, etc.) The same procedures will stand for bi-weekly cleanings; semi-annual cleanings will be conducted in the month of March. 2.9. PERSONAL PROTECTIVE EQUIPMENT. The contractor will ensure that all personal protective equipment is worn during the cleaning process. Personal protective equipment will comply with all local, provincial and German governmental regulations for lead dust. Signed and dated quotes must be submitted to 52 CONS, Unit 3910 Gebaeude 128, 54529 Spangdahlem Air Base, ATTN: Ms Garza-Bisdorf not later than 12:00 a.m. on 19 September 2011.
