- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6, with additional information included in this notice. SUPPLIES OR SERVICES AND PRICES/COSTS: Under the authority of Public Law 104-262 and 38 USC 8153 the contractor agrees to provide Health Care Resources in accordance with the terms and conditions stated herein, to the VA Palo Alto Healthcare System, 3801 Miranda Avenue, Palo Alto, CA 94304 the services and prices specified herein. PROVIDE ESTIMATES OF SMOKING ATTRIBUTABLE FRACTION (SAF) CLIN No. Description Unit Price 001.Using data on the prevalence of current smoking former smoking among users of VHA in sub-groups defined by age, gender, and census region, provide estimates of Smoking Attributable Fraction (SAF) of health care costs using a multi-equation econometric model derived from data from two linked national surveys: the Medical Expenditure Survey and the National Health Interview Survey. The analysis will report separate SAF estimates for four types of health care costs: ambulatory care, pharmacy, inpatient services, and home health care for each combination of gender, three age categories, and four census regions. Technical and Past Performance, when combined are considered significantly more important than Price for tradeoff purposes.
