- List of Maintenance Equipment of TSECMS Statement of Work for TSECMS Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR PREVENTIVE MAINTENANCE OF TEST SUPPORT EQUIPMENT CONTROL& MONITORING SYSTEMS (TSECMS) AT THE ELECTRONIC WARFARE DIRECTORATE DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH SIEMENS BUILDING TECHNOLOGIES. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to Siemens Building Technologies, 10775 Business Center Drive, Cypress, CA 90630. The Sole Source purchase will be for the following commercial maintenance of the Test Support Equipment Control & Monitoring Systems (TSECMS) located in Bldg 1030, at the Electronic Warfare Group, Edwards AFB, CA. The award will be for a one (1) year base period with one (1) one year option. Scope of Work: furnishing all supervision, labor, equipment and materials necessary to maintain existing hardware, provide 24 hour, 7 days per week technical support and operator coaching, and provide software system performance updates and upgrades. This acquisition includes thorough onsite inspections of up to 18 times per year covering the preventive maintenance and service for the Test Support Equipment Control & Monitoring Systems (TSECMS). This encompasses the automation systems at the 412th Electronic Warfare Group. The requirements are as follows: • Provide onsite personnel to assist in maintaining/managing system. See list of equipment at attachment 1. • Provide emergency online support. Monday through Sunday, 24 hours per day. Respond within 2 hours, Monday through Sunday, 24 hours per day, including holidays. • Provide emergency onsite response Monday through Sunday, 24 hours per day. Respond within 4 hours, Monday through Sunday, 24 hours per day, including holidays. • Provide protection & recovery services to safeguard the HVAC Control System's databases and unforeseen catastrophic events. • Provide network analysis and optimization. • Provide Calibration Services. • Provide Software Updates. • Provide operator coaching annually, to our staff Monday through Friday. • Provide Corrective maintenance & Component Replacement. • Provide Customer Directed Support The maintenance of the Test Support Equipment Control & Monitoring Systems (TSECMS) is required to maintain and optimize the existing system purchased from Siemens. The software used is proprietary to Siemens. This software directly supports the Electronic Warfare Group at Edwards AFB. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the equipment maintenance support on the Test Support Equipment Control & Monitoring Systems (TSECMS) at the Electronic Warfare Group. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 22 September 2011, 4:40pm Pacific Time, a Sole Source purchase order will be pursued with Siemens Building Technologies, 10775 Business Center Drive, Cypress, CA 90630.
