This award is restricted to Chemring Energetic Devices and is under North American Industry Classification System Code 325998 with a small business size standard of 500. This sole source action is being accomplished under the authority of FAR 13.501. The government believes that Battlefield Effects Simulator is a patented and proprietary commercial product that can only be acquired through Chemring Energetic Devices, and no other products are available that can satisfy this requirement. This notice is NOT a request for quote. However, interested companies shall submit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12 point font minimum) demonstrating ability to perform the requested services at or before 1:00 PM (central), 09 September 2011. Any information received will only be considered for the purpose of conducting a competitive procurement. A firm-fixed price order will be issued in writing.
