Description
The United States Coast Guard intends to award a firm fixed price contract to the National Association of State Boating Law Administrators (NASBLA), 1500 Leestown Road, Lexington, KY 40511 for the following: SCOPE OF WORK. National Association of State Boating Law Administrators will provide tactical coxswain training to approximately twenty (20) students to achieve the elements of skill and knowledge necessary for safe and effective performance of Coast Guard Tactics IAW qualification as a Tactical Coxswain, Part 3, U.S. Coast Guard Boat Operations and Training (BOAT) Manual, Vol. III, COMDTINST M16114.42 (series). The NASBLA Tactical Operator's Course will provide the trainee with classroom and underway instruction including: maritime Homeland Security; Ports; Waterways and Coastal Security (PWCS); Mission Contingency Planning, Maritime Domain Awareness; Laws and Treaties; Mission Defense operations, Response Boat Tactics, Techniques and Procedures (TTP); Screening Vessel Duties; Response Vessel Duties; Vessel on Vessel Use of Force/Rules of Engagement; and Weapons Employment. Does not include live firing of Mounted Automatic Weapons (MAW) or night time training. Includes some non-compliant vessel (NCV) pursuit TTP. A detailed schedule will assist with the participation and outline of the course direction. This procurement is being conducted under Simplified Acquisition Procedures (SAP) for commercially available items and Other Than Full and Open Competition as authorized by 6.302-1 Only One reasonable source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) for this requirement is 611710 and the size standard is $7.0M. All responsible sources may submit a response. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued. Interested firms may identify their interest in writing to the Government point of contact. Responses to this notice must be received no later than 04:00 PM PST 09 September 2011.
