Description: Defense Logistics Agency has a requirement for a Secure Dial Isolator. This is issued as Request for Quotation (RFQ) # SP4707-11-Q-0129. Inspection, acceptance and F.O.B. are at Destination, Columbus, Ohio. Delivery shall be no later than 30 calendar days after award date. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2005-53. A redacted copy of the required brand-name justification is included within this announcement. This acquisition is not set aside and is being solicited on an unrestricted basis. The associated NAICS code is 334210 with a SBA size standard of 1000 in employees. Offerors shall provide a price for each contract line item number (CLIN) in their quote. Quotes with quantities of less than requested or products other than those requested will be deemed technically unacceptable. Remanufactured or refurbished equipment, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old equipment is not available. Redacted Brand Name Justification: The specific model reference contains the dial isolator that allows dialing from a Codec, and this feature allows for period processing. Period processing allows the system to cancel out secure logs before continued use of the system in a non-secure mode. Other manufacturer models were examined for this feature. No other brand models evaluated slowed dialing from the Codec to include the period processing feature. The period processing feature is an essential portion of this requirement. Brand Name products shall be sourced directly from CIS Secure Computing, Inc. or through CIS Secure Computing, Inc. authorized channels only, in accordance with all applicable laws and policies. The evaluation factor(s) for award is; lowest-price, technically acceptable. Any resulting contract or order will be firm-fixed price.
