- Solicitation Posting of a pre-award synopsis for this requirement is exempt IAW FAR 5.202(a)(13). However, this synopsis is required in order to post the solicitation. Electronic procedures will be used for this solicitation. DESCRIPTION: Engineering Services applicable to the C-130 Sustainment Program for twelve (12) Man- Months. A firm fixed price requirement is contemplated. Authority: 10 USC 2304(c)(1). Justification: Services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract is a sole source Service-Disabled Veteran-Owned small business concern to Galloway Engineering Services, CAGE code 3DTX8. Offers from other than Service-Disabled Veteran-Owned small business concerns will not be considered. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Note 29 applies. The estimated issue date for the solicitation to www.FedBizOpps.gov will be 09 Sep 2011 with an estimated response date by 20 Sep 2011, and an estimated award date by 27 Sep 2010.
