Description
The US Army Contracting Command, Aberdeen Proving Ground-Belvoir Division, on behalf of US Army CERDEC Night Vision and Electronic Sensors Directorate (NVESD) Humanitarian Demining Research and Development Program (HD R&D) intends to negotiate with L-3 Communications CyTerra Corporation, Woburn, Massachusetts, on a sole source basis to provide five standard Handheld Standoff Mine Detection Sets HSTAMIDS (AN/PSS-14) to include BB-390 batteries to be delivered no later than seventy five days after receipt of order. These standard AN/PSS-14 Handheld Standoff Mine Detection Sets will provide test articles for evaluation purposes to further assist in the international demining organization of the HD R&D Program HALO Trust to detect low metal content mines in Mozambique. The AN/PSS-14 Mine Detecting Set is a dual sensor system, combining metal detection with ground penetrating radar. These systems are capable of finding any buried landmine while confidently rejecting non-mine clutter in the ground (AN/PSS-14) provides the means to greatly increase the probability of detecting buried landmines while significantly enhancing the speed and efficiency of mine clearance operations. The resultant contract will be a firm fixed priced purchase order. It has been determined that L-3 Communications CyTerra Corporation is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals however; all responsible sources that can provide supporting data to demonstrate they can successfully provide the required AN/PSS-14 and AN/PSS-14 training sets including BB-390 batteries shall be considered by the agency. Responses shall be no longer than ten (10) pages and provided in Microsoft Word compatible format. Responses shall be submitted via email to Jocelyn.shively@us.army.mil within 10 calendar days of the date of this notice. The email subject line should include the phrase 'W909MY-11-Q-0013, AN/PSS-14'. All requests for further information must be in writing and via email to the above address; telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
