Description
C.1 Background The Packard Campus for Audio Visual Conservation (PCAVC), also known as National Audio-Visual Conservation Center (NAVCC) is a state-of-the-art facility where the Library of Congress acquires, preserves and provides access to the world's largest and most comprehensive collection of films, television programs, radio broadcasts, and sound recordings. The Packard Campus has globally recognized capabilities and capacities for the preservation reformatting of all audiovisual media formats (including obsolete formats dating back 100 years) and their long-term safekeeping in a petabyte-level digital storage archive. In addition to preserving the collections of the Library, the Packard Campus is also designed to provide preservation services for other archives and libraries in both the public and private sector. This statement of work supports the Packard Campus operations. The Library's mission is to make its resources available and useful to the Congress and the American people and to sustain and preserve a universal collection of knowledge and creativity for future generations. The Office of the Librarian is tasked to set policy and to direct and support programs and activities to accomplish the Library's mission. C.2. Brand Name Justification This is a brand name justification is to purchase the SONET switches to carry the DMDV for the actual switches that carry DMDV. The SONET switches are the devices that carry the actual DWDM through the cables. The Library of Congress maintains underground dark fiber to carry the current Dense Wavelength Division Multiplexing (DWDM) network. Dense Wavelength Division Multiplexing (DWDM) is a scalable optical technology that enables multi-gigabit transmission of diverse protocols. This support is for dark fiber from the House and Senate fiber ring location to The Library of Congress' National Audio Visual Conservation Center (NAVCC). The Government requested brand name specifications per FAR 11.105. This equipment, installation, training support, and annual support is being requested to ensure continuity and compatibility with existing equipment. Additionally, ITS staff members are trained on systems that support these products and are familiar with the support process offered by the manufacturers. Any deviations from this request would result in retesting and reevaluating the performance of another brand name product. The purchase of other brands at this point would result in additional compatibility and security tests, increased learning curves, duplicate work efforts and increased administrative costs. The manufacturers have also demonstrated the ability to provide a range of products and have proven procedures for maintenance support of defective products. Finally, this additional equipment and replacement units are being requested in order to ensure continuity and compatibility with existing equipment is consistent at the Primary Computing Center (PCF) in Washington, DC. Additionally, this equipment allows ITS to have the same point of contact for warranty and maintenance support on the newer equipment as they continue to have the original equipment that is still in place. Based on our market research, ESE has found that Net Insight is the only company with SONET Technology which transfers DTM over SONET. SONET Technology creates and tears down connection as needed because it is a DTM only signal system. SONET Technology is Bi-Directional, in other words, there are other companies that provide video, but they do not provide return channel back for our House and Senate connection. SONET technology only way to video from House/Senate reliably, SONET protocol is tuned for video, transmits in order and on time. The Congressional Video Project is only a pilot. In the event that the program and the project proceed as planned, then additional storage would need to be purchased within a schedule that takes the production lead time into account. The complete pilot addition of storage for this pilot will be 3.4-2.6 Petabytes (PB). The maximum storage of the full-scale project, once the pilot is successful, would be 9.6 PB.
