Description
Synopsis: This is a SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY to determine the availability of potential small business firms for a possible small business category type set-aside. No Solicitation is available at this time; therefore, DO NOT request a copy of a solicitation. Potential offerors having the skills, experience, professional qualifications, security classifications, and capabilities necessary to perform the described requirement are invited to provide feedback via e-mail. Particularly, the purpose of this notice is to gain knowledge of potential small business sources in the following categories: Certified 8(a), Certified HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women Owned Small Business (WOSB). The capabilities will be evaluated solely for the purpose of determining if the small business community can perform the services of this requirement. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services with a size standard of $25 Million. The proposed contract will be for a base period and the Government reserves the option to extend the contract for an additional two option years. The Mission Contracting Office Fort Bragg (MCO-FB) is seeking sources interested in providing support services for Joint Interoperability Division (JID). The JID is the Joint Chiefs of Staff (JCS) proponent for the Joint Test Organization (JTO) Interface Training. The JID is tasked to enhance, plan, coordinate, and manage (in collaboration with the combatant command, service, and defense agency (C/S/As) a JTO Interface Training Program for operational forces consistent with Joint Training Policy. Additionally, the Policy and Procedures for using United States Message Text Formatting, implements policy and procedures for management and use of United States Message Text Formatting (USMTF) in Department of Defense (DoD) information technology (IT) systems and describes the Joint Interoperability Division's roles and responsibilities in training USMTF. The Contractor shall assist the JID in enhancing, planning, coordinating, and managing JTO responsibilities. The Contractor shall insure courseware and instruction complies with, Joint Training Policy and Guidance for the Armed Forces of the United States. The JTO Interface Training Program will make use of existing educational instructions, training programs, training syllabi, equipment and facilities. Additionally, the training program will adhere to Training Transformation policy and directives designed to provide dynamic, capabilities-based training for the DoD in support of national security requirements across the C/S/As. The JID is required to, develop, and integrate training products that span academic, live, virtual, and constructive training domains. The JTO Interface Training Program consists of traditional classroom blended learning, Advanced Distributed Learning, and use of Distributed Mission Operations during exercise and live training. The JID will coordinate with the Joint Knowledge Development and Distribution Capability and Joint National Training Capability when required. Support is required to ensure operational forces can exploit the full capability of JTO Interface systems. JTO Interface Training Program is based on approved joint doctrine, joint tactics, techniques, and procedures (TTP), and joint standards contained in the technical exhibit VI list of references. The JTO Interface Training Program permits centralized management and execution of JTO interface training to improve combat readiness. Participation of C/S/As involved in joint operations is essential. Incorporation of JTO operational procedures and objectives in joint, allied, and coalition training exercises and programs will maximize training opportunities and provide feedback to service training and education programs. This will enhance, update and teach modules within the courses of the Joint Multi-Tactical Data Link School for an estimated number of 1600 students annually. The Security Classification for the requirement includes a Top Secret clearance and Special Compartmented Information (SCI) access will be required for selected contractor personnel in performance of the contract. All contractor personnel must be familiar with DOD 5220.22-M, National Industry Security Program Operating Manual and AR 380-5, Information Security Program to familiarize themselves with the Government's guidance of security. Support is required to ensure operational forces can exploit the full capability of JTO Interface systems. JTO Interface Training Program is based on approved joint doctrine, joint tactics, techniques, and procedures (TTP), and joint standards contained in the technical exhibit VI list of references. The JTO Interface Training Program permits centralized management and execution of JTO interface training to improve combat readiness. Participation of C/S/As involved in joint operations is essential. Incorporation of JTO operational procedures and objectives in joint, allied, and coalition training exercises and programs will maximize training opportunities and provide feedback to service training and education programs. Services include JTO Interface and multi-TDL network (MTN) operations include interoperability within the J-series family of TDL, including Link 16, Link 22, Variable Message Format (VMF), Common Message Format (CMF), and Integrated Broadcast Service (IBS). The training focuses on Joint Interface Control Officer (JICO) prerequisite knowledge and skills for integration and interoperability of TDL within the MTN to contribute to the Common Tactical Picture (CTP), and planning and management of tactical data through gateways or extended interfaces to support the Joint Data Network (JDN), and Global Information Grid (GIG). The interface also includes legacy data links, including (but not limited to) Link 11A/B, and NATO Link 1. Finally, the JTO Interface encompasses planning, management, and coordination of systems for TDL, including Theater Battle Management Core Systems (TBMCS) and USMTF. This training program is conducted through classroom instruction, Advanced Distributed Learning Technology on-line services, Distributed Mission Operation technologies, coordinating and consulting with applicable service representatives, and training exercises. The JID will maintain a contingency requisite to ensure USMTF knowledge is maintained across the forces in such a manner that enables interoperability. Should any agency require USMTF training, the JID will provide this training as the contingency allows, but this training shall not interrupt or interfere with any of the interoperability courses. The required capabilities for the proposed contract will include, but not limited to the following functions: Provide assistance to the JID in developing, planning, coordinating, and managing JTO responsibilities outlined in CJCSI 6240.01. The Contractor shall insure courseware and instruction complies with CJCSI 3500.01, Joint Training Policy and Guidance for the Armed Forces of the United States. The JTO Interface Training Program will make use of existing educational instructions, training programs, training syllabi, equipment and facilities. Additionally, the training program will adhere to Training Transformation policy and directives designed to provide dynamic, capabilities-based training for the DoD in support of national security requirements across the C/S/As. The JID is required to, develop, and integrate training products that span academic, live, virtual, and constructive training domains. The JTO Interface Training Program consists of traditional classroom blended learning, Advanced Distributed Learning, and use of Distributed Mission Operations during exercise and live training. The JID will coordinate with the Joint Knowledge Development and Distribution Capability and Joint National Training Capability when required. Provide Project Management (PM) and subject matter expertise support to the JID Branch pertaining to the enhancement of a joint training program ensures increases in combat capability afforded by the JTO Interface are effectively employed in all joint, allied and coalition military operations and exercises. The JTO Interface Training Program adheres to the policy and direction contained in CJCSI 3500.02, Joint Training Master Plan 2002 for the Armed Forces of the United States. Participation of C/S/As involved in joint interface operations is essential. Incorporation of Joint Interface TTP and JTO Interface training objectives in joint, allied and coalition training exercises and programs will improve the readiness of joint forces and maximize training opportunities. This may include comments, suggestions, working group participation, or other technical support to ensure considerations are properly addressed. The Provide subject matter expertise in fundamental operational experience training, advanced operational training, and executive level orientation training in JTO Interface standards and procedures necessary to attain and maintain the proficiency in the use of those standards for tactical employment. Develop JTIDS training strategy in support of JID and Program of Instruction (POI) for review, approval, and release by the government, for JID specific spectrum training. Provide technical and engineering support for product and combat development mission requirements in support of JID utilization for the JTIDS program. Provide support for JID through an interface and United States Message Text Format (USMTF) program; operate and maintain the Joint Tactical Information Distribution System (JTIDS) Network Design Library (JNDL); operate and maintain the JTIDS Pulse De-confliction Server; provide planning, operations analysis, and support services to include tactical data link training and participate in selected joint Live virtual and Constructive training; maintain current training materials in accordance with Department of Defense (DoD) standards and directives; operate and maintain a JID website and digital library. All interested parties are invited to provide the following information for your company and provide examples of past experience and professional qualifications for contracts/task orders/projects from the Federal, State, and Local agencies that are similar in scope. The Capability statements shall not exceed ten (10) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number, CAGE code, dollar amount of the company's annual receipts, and state the size of your company in terms of personnel; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc WOSB) 4) Familiarity and knowledge of JID, JMTS, Operational Support Branch, and Operating systems; 5) Training and Professional qualifications (e.g. education, experience, professional registrations) of the company's key personnel and staff proposed for this effort; 6) A description of specialized recent experience and technical competence of the company or its particular staff members in Federal, State, and local requirements; 7) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (include contract and/or task order number); 8) Capability to deliver on-schedule, high quality work products and deliverables; and 9) Security classifications for company's staff. Responses are due no later than 12 noon, EDT, 19 September 2011, and shall be electronically submitted to jasmin.webb@us.army.mil and virginia.a.roberts@us.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
