- 9 September 2011 To: All Potential Industry Partners SUBJECT: Request for Participation in an Overhead Persistent Infrared (OPIR) Industry Day being conducted on 27 September 2011. The Government will be conducting an Industry Day as a part of ongoing market research to define potential materiel solutions for the Department of Defense (DoD) and National Overhead Persistent Infrared (OPIR) architectures. This market research is in support of an OPIR Analysis of Options (AoO), aka Joint OPIR Integrated Space Trade, being co-led by the Executive Agent for Space and the National Geospatial-Intelligence Agency (NGA). On behalf of these organizations the Space and Missile Systems Center (SMC) is indentifying industry vendors interested in participating in the OPIR Industry Day. The event will be held 27 September 2011 at the Scitor Corporation facilities located at 185 South Douglas Street, Suite 101, El Segundo, CA 90245 and will not be open to the public or press. Interested participants are asked to identify actionable and affordable materiel solutions such as advanced technology candidates for components, sensor concepts and architectures that could substantially decrease cost for any OPIR space segments, to include associated ground architecture impacts, which would be fielded with the 2017-2030 timeframe and that would meet all or part of the OPIR Enterprise Initial Capabilities Document (ICD). Specifically, the Government would like to understand the technical approach, readiness of critical technology elements, performance, acquisition approach, rough order of magnitude (ROM) costs and schedule for any concept, the associated transition plan for the Programs of Record baseline to the alternative architecture solutions, and any potential hosting options. The Government encourages respondents to leverage analysis and work conducted in previous OPIR efforts. Vendors should provide a briefing of their concept, idea, or architecture on the day of the event. Vendors will be limited to not more than 60 minutes for presentation and questions and answers. Individual concepts or additional architectures may be submitted separately. Supporting documentation, additional materials, and/or detailed information may also be provided to the Government as additional detail or background that will be reviewed by the government leads at a later time. All materials must be portion marked to identify specific proprietary information. Presentations may be classified up to the SCI level. All Government, FFRDC, and SETA personnel will sign appropriate non-disclosure forms. The Government will treat all responses as COMPETITION SENSITIVE.
