- The Federal Bureau of Investigation (FBI) is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a request for a written solicitation will not be issued. Request for Quotation (RFQ) E011162 is assigned and shall be referenced on any quotation. This solicitation document and provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-53. The FBI intends to negotiate a contract on a sole source basis to Intergraph Corporation for the following items: (1) One each Video Analyst Workstation - Boxx 8520 Series to include the following items: WS Dual Xeon E5620 2.40GHz, 12 MB cache, 1055 MHz, 5.86 GT/s QPI (QUAD-Core), 12GB DDR3-1333 REG ECC (6-2GB DIMMS), NVIDIA Quadro 5000 2.56GB, 250GB 7,200rpm SATA, 1TB Serial ATA RAID 0 Array (2x500GB 7,200rpm), 20X Dual layer DVD+RW writer, YSB Keyboard, Read-only DVD Drive Installed, Black Magic Multi Bridge Pro, (2) Apple LED Dinema Display (27' flat panel); (2) One each of the Video Analyst w/ maintenance - Part No. SPS0077; and (3) One each Video Analyst Training Part No. IPST7001 Installation includes Adobe Creative Suites 5 Production Premium. Intergraph forensic video processing system includes proprietary software (Video Analyst) that is loaded on the specified hardware. This software must be compatible with the existing software that is currently owned by the FBI. Intergraph does not have any resellers for this software. This is a turn-key forensic video processing system. This hardware must be fully interoperable with our existing computer systems approved for forensic evaluations. This is a firm-fixed price, One Time Buy contract. The proposed contract action is for products and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, if any interested party would like to be considered for award, please submit a written statement indicating your interest as well as a brief corporate capability that supports legal rights and unique technical qualification and experience to fulfill this requirement by close of business 2:00 PM ET on September 15, 2011 to Mabel Comfort, Contract Specialist, at mabel.comfort@ic.fbi.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The FOB Destination is Quantico, VA 22135. The Government reserves the right to award without discussions.
