Description
This is a combined synopsis/solicitation Request for Quote for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-RFQ1161 issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53, dated August 4, 2011. The associated North American Industry Classification System (NAICS) Code is 811219, which has a business size standard of $19.0. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. Small, small disadvantage, minority, veteran owned, 8a and HUD zone companies, etc are encouraged to submit quotations. All responsible sources may submit offers that will be considered by this agency. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure a one year full coverage maintenance & repair service contract for scientific equipment (description/serial & model#/qty): (2) Biacore T 100 Processing Unit, serial number#CN12174 and model#14110065 (qty-1). GE Healthcare Bio-Science Corp is the only known vendor or manufacturer that is authorized and able to provide certified expertise and technicians. Parts and accessories must be original so not to affect the manufacturer warranty. Contractor requirements: • 12 month full coverage agreement • Preventative maintenance visits • Parts, labor, and travel • Authorized and certified dealer for GE Healthcare Biosciences • Provide replacement parts that will be compatible with existing equipment in order not to void any warranties provided by the manufacturer. The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications, 2) price, 3) warranty. Period of performance shall be one year from award. Place of delivery NIH/NIAID, Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; Far 52.212-3, Offeror Representation and Certifications - Commercial Items; Far 52.212-4, Contract Terms and Conditions -Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award]. Offers must be submitted no later than 4:00 p.m. Eastern Daylight Savings Time (EDST), September 20, 2011.
