Higher Resolution Copy of Drawings has been posted under Attachments. Solicitation number: F1S0AS1202B001. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ). This solicitation also uses the simplified acquisition procedures contained in Part 13. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 (effective 04 Aug 2011) and DFARs Change Notice (DCN) 20110819 (effective 19 Aug 2011), and AFFARS Parts current through AFAC 2011-0714 (effective 14 July 2011). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement (ii) price. NAICS is 333999 with a small business size standard of 500 employees. Delivery: Acceptance is FOB Destination, Edwards AFB, CA 93524. This acquisition is being set aside 100% for Small Business. The AFFTC/PKE, Edwards Air Force Base, CA is seeking to purchase: One each 84" wide x 192" long Electric-Hydraulic Operated Scissor Lift with structurally smooth steel deck plate platform. • 6,000 lbs. capacity evenly distributed load • 20,000 lbs. capacity shock load capacity (lift in fully lowered position) • 24" lowered height • 84" lift (minimum) • 108" raised height • Remote power unit distance to the lift should be no less than 15' • Remote power unit should be equipped with a 25' cable and L1430P cap cord installed • 5HP power unit is wired for 230VAC/3P/60hz • Include up and down lift times • Include limited duty cycle time • 25' Hand-held NEMA 4x push button controller to operate lift • Lift table safety device that "locks" the downward travel in case of equipment failure • Scissor lift must have provisions to be lifted and moved by crane • Equipment design should include weather-proofing to protect against harsh desert environment. Weather resistant paint and equipment • Equipment should include safety labels, stripes and capacities • Provide a complete set of as built drawings, maintenance and operator's manuals including complete parts list at time of delivery • Scissor lift should be delivered as an assembled unit • Include shipping costs and lead time • Lift should not need additional equipment to operate lift • The equipment shall incorporate in its design, configuration, construction and accessories those features that will permit the purchaser to comply with all applicable federal and state regulations and standards • The structure shall be supported on a concrete slab (e.g. Utilizing epoxy type, i.e. Hilti HVU, anchor bolts for base plate anchorage). Special foundations are not required • MSDS (Material Safety Data Sheet) for any chemical products that are to be shipped with the equipment. Equipment and chemical products included in the order shall not ship without local Environmental Health and Safety review and approval. Examples include lubricating and hydraulic oils, coolant, cleaning fluids, touch-up paint and grinding media. All equipment shall be free of lead paint and asbestos (gaskets, insulation, clamps, etc.) • Equipment installation will accomplished by the user. See F1S0AS1202B001 - ATTACHMENT 1 for full Statement of Requirement. No partial quotes for the items listed above will be accepted. FOB destination: Edwards AFB, CA 93524. Interested parties who believe they can meet all the requirements for the items described in this combined synopsis/solicitation are invited to submit a complete quote including delivery FOB destination Edwards AFB, CA 93524.
