- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole-source procurement is 10 U.S.C. 2304(c)(1) as prescribed by FAR 6.302-1. The Mission Installation and Contracting Command-Fort Bliss (MICC) intends to issue a sole-source, firm fixed price, purchase order to Lockheed Martin Global Training and Logistics for a quantity of fifty (50) each optional Double Target Arms (DTA) for Lockheed Martin Stationary Infantry Target (SIT) units. This product is proprietary to Lockheed Martin Global Training and Logistics, 100 Global Innovation Circle, Orlando, FL 32825-5003. The DTAs are required to support existing Lockheed Martin SIT units at the Fort Bliss Training Complex. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by Friday, 16 September 2011 at 2:00 p.m. MST. Interested parties may identify their interest and capability to respond to this requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC-Fort Bliss will not be responsible for any costs incurred by interested parties in responding to this notice.
