Description
STATEMENT OF WORK Description of Goods / Services: The Preventing Nuclear Smuggling Program (PNSP) is seeking a quote for the development and implementation of a multi-faceted anti-corruption public messaging campaign in Armenia. The order will be for the following: • At least fifteen thousand (15,000) and no more than twenty-five thousand (25,000) pamphlets containing an overview of Armenian laws against corruption and advertizing a hotline that individuals may call if they witness acts of corruption. The contractor will consult with appropriate representatives in the U.S. Embassy in Yerevan and the Government of Armenia on the content of the pamphlet. The contractor shall bear the cost of designing, printing, and distributing these pamphlets. The pamphlets shall be distributed at all seven of Armenia's international ports of entry and may be distributed at other locations approved by the Program Manager. Pamphlets shall be made from two A4-size sheets, single-fold (for total of 8 pages), in color, with photos, on high-gloss paper. PRICE per 1,000 pamphlets when ordering 15,000 each __________________________ PRICE per 1,000 pamphlets for additional (up to 25,000 each) __________________________ • At least twenty-five (25) and no more than thirty (30) signs with anti-corruption messages to be displayed at all seven of Armenia's international ports of entry. The contractor shall be responsible for developing the message to be displayed on the signs in coordination with representatives from the U.S. Embassy in Yerevan and Government of Armenia officials, securing the approval of relevant Armenian authorities to install the signs, printing the signs, delivering the signs to POEs, installing the signs, and replacing any damaged signs as deemed necessary by the Program Manager. Signs shall be made of weatherproof metal, measuring 60 centimeters by 90 centimeters, and printed in two colors. Contractor shall provide wiring / metal stands / floor anchoring. Signs shall be suitable for both indoor and outdoor use, as they will be posted either at border posts or on the grounds of the facilities. PRICE per sign when ordering 25 each __________________________ PRICE per sign for additional (30) __________________________ • At least two (2) and no more than four (4) anti-corruption advertisements to be broadcasted on Armenian television channels for a total of one (1) hour within a sixty (60) day period. The contractor shall be responsible for developing and recording the advertisements and for purchasing airtime from the relevant Armenian authorities to broadcast the advertisements. Each spot shall run for approximately 30 seconds. The spots shall be broadcasted on a minimum of two (2) channels, and a maximum of four (4) channels. Spots shall be aired between 6pm and 10pm on weeknights. PRICE per TV advertisement when ordering 2 each __________________________ PRICE per TV advertisement for additional (up to 4 each) __________________________ • At least two (2) and no more than four (4) anti-corruption advertisements to be broadcasted on Armenian radio stations for a total of one (1) hour within a sixty (60) day period. The contractor shall be responsible for developing and recording the advertisements and for purchasing airtime from the relevant Armenian authorities to broadcast the advertisements. Each spot shall run for approximately 30 seconds. The spots shall be broadcasted on a minimum of two (2) radio stations and should collectively reach at least 60% of the population of Armenia. Spots shall be aired between 7am and 12pm on weekdays. PRICE per radio advertisement when ordering 2 each __________________________ PRICE per radio advertisement for additional (up to 4 each) __________________________ Total price for minimum quantities __________________________ 20% VAT (if not applicable, please state ‘0') __________________________ Total amount payable for minimum quantities __________________________ The amounts in this quote are in the currency __________________________ Deliverables: Contractor shall submit proofs, drafts, scripts, or similar products to the Program Manager for approval prior to printing pamphlets or producing PSAs or signs. At least two weeks prior to the first broadcasts of radio and television PSAs, the contractor shall submit a plan for approval to the Program Manager that will maximize the impact of the message. Program Oversight: The U.S. Embassy in Yerevan will designate one of its representatives to serve as Program Manager for this project. The Program Manager or designated representative will conduct checks to verify that the anti-corruption campaign is implemented according to the schedule and the terms of the order. Verification of the installation and display of anti-corruption signage and the distribution of anti-corruption pamphlets at POEs will be carried out on a periodic basis during visits to Armenia's international POEs. Verification of the broadcasting of radio and television advertisements will be carried out on a periodic basis. The verification process for other relevant informational products developed by the contractor will be determined by the Program Manager immediately following the conclusion of the contract. Period of Performance: The public messaging campaign shall be initiated within one-hundred eighty (180) calendar days after receipt of award. Initiation of the campaign shall be marked by the delivery of pamphlets to appropriate Armenian government personnel (as determined by the Program Manager), the installation of signage at ports of entry, the first broadcast of a radio or television PSA, or the delivery of any other relevant product developed by the contractor. Financial / Invoicing: Payment will be made in either U.S. dollars or in local currency (Armenian dram) by electronic funds transfer (EFT). Original hardcopy invoices shall be mailed to the RPSO in Frankfurt, Germany (full address will be provided on the order). The contractor may submit an invoice once a month for services already performed and approved. Once the Program Manager has confirmed the invoices are complete and correct, payment is due within thirty (30) calendar days. No advance payments will be made under this order.
