- The Naval Surface Warfare Center Panama City Division, Panama City, Florida intends to solicit Wing Inflatables, Inc. 1220 5th St, Arcata, CA 95521-6653 on a sole source basis for one (1) each 11 Meter Wing Sponson (Complete Set), P/N WG9300025, and three (3) each Non-Perishable Repair Kit, P/N WG3520010. This acquisition is unsuitable for full and open competition as the Government does not own the technical data packages or specifications to compete this procurement. The Wing Inflatable Sponson is inherent to the existing Naval Special Warfare Rigid Inflatable Boat system sustainability. The items needed have been tested, certified and approved for Navy Use and are the only known items that will fulfill the RIBS Inflatable Boat use requirements. The wing sponson and vendor have been researched for a suitable replacement and only Wing Inflatable Inc s sponson was found to provide the OEM equivalent replacement part required for the RIB. Although other manufactures or equipment providers may supply these type(s) of equipment or parts they have not been tested or certified for use in the RIBS. Therefore, to ensure operational capability and compatibility with other 11MRIBs components, this purchase action is limited to Wing Inflatable INC. Delivery shall be FOB to NSWC PCD, 110 Vernon Avenue, Panama City, Florida 32407. The resultant contract will be a firm fixed price purchase order. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Request for Quote will be issued on 08 September 2011. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) database. Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/. NAICS Code 336612 applies. FSC is 2090. The award will be on or about 19 September 2011 and it will be based on a fair and reasonable price.
