Description
The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure maintenance support services for CDSA Dam Neck, VA. This procurement is for full and open competition and is applicable for 100% small business set aside under NAICS 811310 ($6.5m). Please respond to reserve a spot in a site visit to CDSA Dam Neck, VA in order to provide a quote for the following work: STATEMENT OF WORK REFURBISHMENT OF 5 EACH CONEX BOXES BEHIND BUILDING 127 HOPPER HALL FOR COMBAT DIRECTION SYSTEM ACTIVITY (CDSA) A.SCOPE: Contractor shall provide technical services, labor and material required to support the restoration and preservation of five (5) 8 ™x20 ™ CONEX boxes at Bldg 127 Hopper Hall as follows: 1.Protect the surrounding buildings and environment by placing a 6mil poly sheeting (minimum thickness) on ground around container boxes to contain debris. If bead blasting the CONEX boxes, provide a containment adequate to prevent the debris from escaping into the environment. 2.Prepare the CONEX boxes by taking the rusted, degraded and corroded areas of the boxes (exterior roof, side, front and back) down to bare metal with sanding discs, wire wheels or bead blasting. Provide equipment to move the CONEX boxes if needed to reach all sides. Collect the paint chips, debris, and dust from the containment and properly dispose of. 3.Remove the non-functional air conditioning (A/C) unit from currently installed position and prepare the area to install a new 4 ton ducted Air Conditioning/Heating unit with adequate foundation to support. Dispose of the non-functional A/C unit and materials. 4.Prepare, install and electrically connect a new 4 ton ducted A/C unit with heat and thermostat where the non-functional unit was removed. 5.Prime the CONEX boxes using two part epoxy paint primer prior to painting. 6.Once CONEX boxes have been primed, use a two part, corrosion resistant marine grade white epoxy paint and paint all sides, front and back of the CONEX boxes down to ground level. 7.Seal the CONEX box roofs with white Elastomeric Roof Coating. 8.Refurbish (if possible) or install new door locks and hinges on doors that are currently non-functioning. All doors, locks and hinges must be functional upon completion of work. 9.All work will be coordinated through the project office and/or the onsite facility manager. 10.The contractor is responsible for maintaining a clean, safe work site by removing trash and debris associated with their work. 11.When applicable, approved/established electrical lock out tag out procedures will be adhered to. 12.Periodic progress inspections will be performed and a final acceptance inspection will be conducted with the onsite project office and/or facility manager before final project acceptance sign off. N/A D.CONTRACTOR FURNISHED MATERIAL: Materials: Surface preparation supplies, painting supplies, two part epoxy primer and paint (corrosion resistant), 6mil poly containment sheeting, Elastomeric Roof Coating and application supplies, door hardware (knobs, hinges, locks), 4 ton air conditioning unit with heat, thermostat, ducting and wiring, heavy lift machinery to move CONEX boxes. Subcontractors: None E.DELIVERABLES: Complete work as required in SOW and report progress during periodic and final inspections. F.SCHEDULE: Period of performance is estimated at 60 days from receipt of order G.GOVERNMENT REPRESENTATIVES: Command UIC/DOAAD-N62373 Address “ Commanding Officer, CDSA-DN ATTN: Code XVF 1922 Regulus Ave Virginia Beach, VA 23461-2097 In order to quote this requirement, you must be available for a site visit to inspect the above mentioned CONEX boxes. The site visit is scheduled for 12:00pm EST, Thursday, 15 September 2011. This is a time sensitive requirement and the synopsis/solicitation will not be extended past the closing date listed herein. Quotes will be received in the days following the site visit. In order to be considered for award, your quote is due no later than 11:59pm EST, 5 calendar days from the date of the visit (20 September 2011). In addition to the pricing for the labor, support, and materials requested above, your quote should also adhere to and include the following: Please include shipping/freight costs (if any) for FOB Destination Dam Neck, Virginia Beach, VA, 23461-2097. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. Award will be made on a best value to NSWC basis. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dam Neck, 1922 Regulus Avenue, Virginia Beach, VA, 23461-2097.
