Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside. This solicitation number is RFQ2227277 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The National Institute on Neurological Disorders and Stroke has a requirement for upgrades to its intramural research websites. I. Background Summary: The NINDS DIR public websites, both Intramural website (http://intra.ninds.nih.gov/) and NINDS hosted Neuroscience website (http://neuroscience.nih.gov) were designed over 15 years ago. The websites are outdated and prone to internet attack, thus they are in needs of upgrades with additional features to meet the NINDS DIR research missions. II. Overall Basic New Site Requirements: • Browser independent and web based content management system (CMS), open source preferred • Authorized user control and management thru NIH Single sign on (SSO) integration • Easy to configure (pick and choose) templates for different user roles (e.g. Faculty PI pages vs staff/fellow pages) • Simple but effective public search engine - Google-like for all site contents • Intranet (internal secured area) for collaboration - must be (NIH SSO protected) with group membership • Allow some public pages (sites) to be routed to a web committee for review before go live (content approval). • Content should be easily updated and maintained by non-technical staff (content owners) • Web sites must be Section 508 (http://www.section508.gov/) compliance and meets federal security standards • Preferred with test/staging/prod systems set up, but not required. III. Main Required Features and Components of CMS: A. Current Intramural Website: (URL- http://intra.ninds.nih.gov/) • News or announcements on front page - New PI, research highlights, publication, etc. • Public events calendar (seminar, workshop, symposium, etc.) includes links to NIH events • Scientific director (SD) Page (public) • SD photo and personal profiles • Overview of research program and visions • Org. chart and Staff contact (office directory) • Clinical Director (CD) Research Area (public) • Clinical Director Page (Welcome, profile and program description) • Research area by diseases or disorders (e.g. Stroke, epilepsy, trauma, brain cancer, etc ) with faculty/PI listing • Contact forms for patient inquiry (e.g. clinical protocol on-line from Clinicaltrials.gov; inquiry for study participation or general inquiry) • Link to a separate patient recruitment web sites at NIH • SD/CD Intranet (Internal NIH access only) • Search/recruitment Committee Area (documents/CV and private forum discussion) - limited group/member access • DIR internal calendar (staff meeting, due dates, etc.) • Links to all kinds of administrative policies and forms • Faculty (PI) Page (Public) - template based for same look and feel • PI photo and lab research images (multiple) • Photos for each staff and postdoc - link to lab member pages if approved • PI Bio/CV (approved by committee); postdoc/staff approved by PI • Research interest/publications - ability to retrieve and link to Pubmed ID (http://www.ncbi.nlm.nih.gov/pmc/about/PMC_Utilities.html) • Link to Pi's own private lab website (if any and approved by web committee) • Misc. - download area (for supplemental dataset; software/research protocol for journal review) • Position available (ads) in the lab - set expiration data • Contact Info (address, phone, email) • Faculty (PI) Lab Intranet (internal/secured) - for collaboration  Ability to add members or collaborators within CMS to share documents  Lab only events/calendar  Bulletin board/forum/blog configured by PI.  File (document and data) sharing • Research and Support Facility (each facility will have their public page with contents similar to faculty-PI pages mentioned above) • Public  DNA and protein sequence cores  Stem cell facility  Imaging facility  NMRF facility  Tech Transfer Office  bioinformatics • Internal (NIH access only)  Animal (ACUC) facility  CNS IRB  Policies and regulations B. Neuroscience website (URL- http://neuroscience.nih.gov/) • Public (similar to faculty web site mentioned above but involve with multi-institutes at NIH; some contents may require approval by a web committee) • Calendar and event management for neuroscience seminar series • Community blog or forum (internal to NIH access only) • PI page (using an approved template) - similar to faculty page mentioned above with links back to their own institute web page. • Can be re-arranged By different category or research area (different disciples, such as immunology, structural biology, etc.); also be easily searched within any contents • Lab staff position available (allow PI to add/change ads - web page with expiration date) IV. Statement of Work: The vendor will work with the NINDS DIR project manager to design and finalize the functional business requirements with proposed time lines and then approved by the web committee prior to the development and implementation. The current web site contents will need to be migrated from exiting web sites in addition to the new features mentioned above. The proposed technical solution must include those basic site requirements and main CMS features. Vendor required Qualifications: • Must have over 10 years of website development with open source CMS experience • Previous experience working with NIH or an academic Intramural research program and single sign on for security access control is preferred • Office with staff closes to metropolitan DC area is preferred for timely interaction and support Period of Performance: The project (two web sites) should be completed in 90 days and no more than 120 days from the award date. Deliverables and Acceptance: The vendor must deliver and deploy both web sites within the period of performance with features and specifications mentioned above and approved by the web committees for final acceptance. Misc: All logos, graphics, contents and hosting servers will be provided by NINDS DIR IT program V. Evaluation Criteria for award: The vendor must submit a proposal with their qualification statements and references (e.g. examples of past work or customer sites) and brief description and justification for technical solution (CMS) selected for the project implementation. In addition, the proposal should include cost estimates for the following three line items with broken-down cost details for each if desired: 1. Intramural website 2. Neuroscience website 3. Optional labor support (100 hours) The proposal should include point of contact (or project lead) for post award contact and/or for clarification and verification of the proposal during the evaluation if needed. The proposal will be evaluated based on the following criteria: • Qualification and Past Performance (30%) • Technical solution selected that matches to required features (30%) • Cost - best value to government (40%) Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
